At times\, life can be so busy\, that we fall out of sync with our natural patterns and ways of being\, and we become cut off from our innate sense of self and our intuition. \nWe are all intuitive beings. \nHowever\, most of us have learnt to ignore this innate part of self. \nThe part that knows we are divine\, the art that knows we are connected to everyone and everything. \nThe part that is connected to our soul\, our path and our mission here on earth. \nIn this half day work shop\, Laura Vasu Devi\, will teach you how to connect to your intuition and show you how to build the strength of your ajna chakra so that you can reduce the veils between the worlds\, and have a deeper connection with your soul. \nLaura Vasu Devi is an intuitive healer\, who has an ability to perceive energy\, past lives and spirits.  She is a shamanic healer\, that has been initiated as a crystal dreaming teacher\, and advanced practitioner.  Laura is passionate about helping others to connect more deeply to themselves. \nPlease book your place HERE\, using the reference IGNITE. \nWe look forward to seeing you in June\, \nWith Love Aimee and Laura\, Vasu Devi x

SUMMARY:Community Meeting June 2022
DESCRIPTION:This community meeting is hosted by the Tenants & Residents Association (TRA) committee aims to celebrate the community which already exists on Kings Crescent and look for ways to develop this further. \nIt’s a chance for residents to discuss what events and activities we want to have here\, meet your neighbours etc. \nLet us know if you have any ideas! \nKingsCrescentN4@gmail.com \nFeaturing: \n\nUpdates from the TRA committee\nUpdates from Hackney Showroom & Source Partnership\nAn opportunity to share your opinion and ideas\n\nMinutes\n  \n\n\n\n \nAgenda Item\nLead\nActions\n\n\n1\nWelcome\, Introductions and apologies \n·        In attendance: \nEmley (chair)\, Jill WM and 11 other residents (names removed for web version) \nJohn Morris (Source Partnership)\, \nNina (Hackney Showroom) \n·        Approve minutes from March 2022 \nAlice – proposed\, Jill and Remi seconded\nEmley\n \n\n\n2\nResidents Group (TRA) Committee Updates \nPlanned events & activities: \n·    Youth funding – extra £2k for us and Hackney Showroom to run projects. Figuring out what to do with that. \n·    Youth Club running but Jill on jury duty. Nina has been helping and has recruited new helpers from youth team \n·    Emley asked about some activities that appeal to adults \n·    Family fun mornings continued until weather got nice at end May. Might revisit in winter. \n·    Remi’s charity event 2 April – raised over £600 for Autistic children. Hoping for a different charity event in August. Ideas for which charity welcome – send to Remi! \n·    Hackney Herbal also attended and put together list of Gardening ideas. There are lots of ideas\, info and tips on the Facebook group \n·    Ellie\, Sarah and Kathy have taken over running of group (other welcome to join if interested) \n·    Following presentation at last community meeting\, held litter picking event\, gathering rubbish dumped in New River. Will be a regular twice-yearly event. \n·        Wellbeing classes continuing for another 10 – 12 weeks. Well attended but not enough to pay for itself. Will need more funding if we want to continue. Most people who attend Zumba class are her own clients. When more people did come were put off by size of space. Can’t do evening time. Pilates is on Sat mornings. \n  \nCommunity Development Fund spend/activities \n·        Emley showed breakdown of Community Development Fund (money available to claim from council) spend for 21/22 (see below) \n·        Has also done proposed spend for 22/23 (see below).  Process for claiming funds is laborious and slow. So this time have agreed with council that we have a rough overall breakdown of £3.5k and we keep in bank account rather than seeking approval for every bit each time. Any slight differences in spend can be reflected in reporting afterwards \n·         (£3\,500 available): \no    Gardening activities £350 \no   Youth Club £500 \no   Community trip e.g. trip to beach £700 \no   Support for wellbeing activities e.g. yoga £600 \no   Cultural activity e.g. art project or theatre trip £700 \no   Community parties £650 \n·        Emley asking for approval of spend/anything else people would like to spend money on? There are some ideas here: https://www.facebook.com/KingsCrescentN4/photos/pcb.440920377474927/440920194141612/ \n·        Community trip Coaches for community trip are now very expensive – over £1k). Suggestion that we run a subsidised trip/voluntary extra payment. Hackney Showroom could run ticketing so people could book through website. Jill volunteered to organise for Saturday 3 September. \n·        Cultural activity Hackney Showroom have already booked some tickets for Sleeping Beauty at Sadler’s Wells on Sun 11 December (matinee). Nina suggested using some of £700 cultural money to subsidise this. \n·        Jill knows someone\, Dura\, on Queen’s Drive who has lots of experience applying for funding and is willing to help us. \n \nEmley\n·        Jill to organise community trip to seaside \n·        Schedule discussion about community trip for March community meeting next year\n\n\n3\nHackney Showroom Update \nUpdate on existing community programme and upcoming plans \nHackney Showroom will be publishing a new brochure in a couple of weeks for July – Dec. All residents should get a leaflet through their door (also see https://www.hackneyshowroom.com/whatson/) \n  \n4 summer activities for children and young people: \n·        Lookout – 2-week theatre project. Trailer on website. Workshop then performances at end. Is free but you need to book. Performances in English and Turkish. Give leaflets out to neighbours! 25 July – 1 Aug for 8-13s with performances for all 6&7 August \n·        Futurehead summercamp 8-13 year olds. Food from Otantic\, dancing\, games – all ages \n \nNina\n \n\n\n4\nOpen Conversation \n·        Opportunity for residents to share ideas and suggestions for community building activities and events on Kings Crescent. \n(Conversations can be continued informally after the meeting closes)\nResidents\n \n\n\n5\nUpdate from Source Partnership \nSP core activities still on hold. Not much of an update on development programme. In meantime\, open offer for ongoing support from John and Carol. Inc for community development (outside of what community development team at council do)\nCarol/ \nJohn \n \n \n\n\n6\nAny other business \nService charge \n·        Have been having conversations about service charges with council. \n·        There is a meeting next week for all residents to learn about the service charge. A letter should have gone to all residents across the estate today. \n·        Following week there will be a range of dates and times. Residents can book a session to go through questions. \n  \nFootball club \n·        Remi knows a professional coach in Datchworth Court. Need to speak to him about activities/funding/support. May need some of £3.5k funding. \n  \nWinter market in December \nRemi happy to run this with Nina from Hackney Showroom. Agreed to have community meeting separately. SUMMARY:ETRA meeting April 2022
DESCRIPTION:This ‘Enhanced Tenants & Residents Association’ (ETRA) ‘meeting is a chance for residents to speak to Hackney representatives about issues on the estate e.g. cleaning\, repairs\, antisocial behaviour. \nMinutes:\nIn Attendance:\n\n\n\nResidents: 16\n \n\n\nDavid B (DB)\nTRA committee member & meeting Chair\n\n\nKathy M\nTRA committee member & note taker\n\n\nDavid S\nZoom host for TRA\n\n\nWael D (WD) \nKarsten H (KH) \nAH \nEV \nSH \nPF \nPM\nCE \nYM \nMM \nAA \nHC \nSB\n\n\nStaff members:\n \n\n\nAnnette Reid \nWill Owen \nJohn Morris \nAndrea Scott \nGuy Shackle & Angela Okoh \nGilbert Stowe (GS) \nCllr Clare Potter\nHousing Officer for Kings Crescent LBH \nRegeneration Team LBH \nSource Partnership \nBH Area Housing Manager \nL B of Hackney – PAM \nLBH Divisional Head of Tenant and Leasehold Services \nWard Councillor Brownswood\n\n\nApologies: \nResidents: EP\, AM\, JWM\n \n\n\n\n\n\n\n \nAgenda Item\nLead\nActions\n\n\n1 \nWelcome\, Introductions & Apologies \n \n \n\n\n \n●       Approval of minutes from last ETRA meeting (January 2022) \nNo objections. Approved by David B\, Kathy and Ellie. \n  \nAnnette Reid announced this week that she is leaving her role as our Estate Officer. David thanked for all of her work on behalf of the TRA. \n  \nUpdate on Energy meters \nNew routers are being installed that will allow Hackney to read all meters by end of April\, early May. (Insite have not had access to meter data for the past 18 months due to faulty lines). From that data they will let leaseholders know if they are owed or owe money. \nAny meters found to be faulty will be replaced by the council. \nNew supplier from June 1. Want to have all assessed and agreed by then. \nContact Angela or Guy with concerns angela.okoh@hackney.gov.uk or heatmeters@hackney.gov.uk \nIssue about overall heating charge raised (fairness of rates being charged and additional costs of maintenance on service charges) – outside remit of Angela and Guy – this is a leaseholder service charge issue. \n  \nNote in chat: “In the first instance once Insite have access to the data they should be able to reconcile your account by the end of May – Any further question about heat meters OR billing – do contact us via the email” If a meter is found to be faulty then it will be replaced but if not faulty then no changes needed to meter in resident’s property. So far 10-15 meters have been found to be faulty. Any refunds due will come directly from Insite to residents and will be agreed before the change of provider. Residents will be getting a welcome pack from new provider Sycous.  \nOnce the new lines are active then the new rate can be charged. Was supposed to be changed last April (2021)\, there was a reduction in rate that will be backdated\, so residents should be in credit. However\, all of the data needs to be analysed before any promises can be made. Letters will be sent to residents once this has been done. \n \nDavid (TRA Chair) \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \nAngela Okoh \nangela.okoh@hackney.gov.uk or heatmeters@hackney.gov.uk \n \n \n\n\n2\nBollards on the Play Street\n \n \n\n\n \nAgenda points: \n●       delivery trucks stranded in the play street bollards \n●       engine oil leeks on the street \n●       lorry drivers get their workday interrupted \n●       past meeting responses given- bollards will be replaced when a good replacement is found (July 2021) \nMinutes: \nLots of accidents recently. Were never fit for purpose. Lots of complaints raised about them and concerns flagged at various meetings over the past few years. \nGilbert acknowledged the issue and will work with the rest of the team to find a resolution. \n  \nWill: LBH looking at a longer-term solution for the bell bollards \n \nDavid\n \n\n\n3\nEWS1 – update from LBH – standing questions\n \n \n\n\n \nAgenda points: \n●       Where is the Letter of Guarantee that was promised to leaseholders? \n●       Email correspondence with Hackney on the letter of guarantee – why have we only received one response to the 4/5 emails sent over the last 2/3 months? \n●       Shift in focus of some – but not all – lenders away from EWS1. \n●       The new fire assessment survey – update \nMinutes: \nLetter from Hackney to Leaseholders was promised on the call with the Mayor back in February but there has been no update since then and no letter to guarantee that Hackney will cover the costs of the remedial work to ensure fire safety. Several sales have fallen through and leaseholders still unable to sell or remortgage due to this issue. \nGilbert has seen draft of letter to be sent out in the next few days. Mayor made a commitment in the meeting but it needed to be confirmed by Cabinet. That has now happened during March which is positive news so it has been confirmed that leaseholders will not be charged for the remedial work that Hackney will do. \nHackney will not use EWS1 again (as withdrawn by the government) only PAS 9980 \nHackney is procuring contractors to roll out inspection of properties and expect to appoint in the next two months. They are aware of concerns at KC which may mean the inspection happens sooner rather than later but no promises. \nGilbert suggested Hackney and the lenders may need to communicate directly and also that lenders can get in touch with his team for advice and support: gilbert.stowe@hackney.gov.uk \nAlso\, for any leaseholders with problems arising from B2 to get in touch with him\, or to contact the below email which was provided by Gilbert in a follow-up email to David  firesafety@hackney.gov.uk  \nComment from resident in the chat “I have spoken to a Fire Safety consultancy today\, who suggested that they were able to conduct a Fire Risk Assessment in accordance with PAS 9880\, including a EWS1\, by a chartered fire engineer (MiFIRE) within two weeks. What timeline do hackney have for finding a surveyor? He also said that as leaseholders were able to conduct private assessments. is there any reason you can see that a leaseholder would not be allowed to conduct their own survey?” Gilbert responded that this is a huge project for Hackney so they legally have to go through a procurement process to appoint a contractor. He is not sure if leaseholders can have their own assessment done but will find out.  \nIt was noted that the detail that the lenders are looking for are not necessarily in line with what Hackney is proposing to do\, timelines etc. Gilbert responded that we may need further input from resident safety on this. Perhaps lenders need to be able to contact Hackney directly for reassurance. \n  \nKarsten (KH)\, asked whether LBH was going to assess fire risk in the same way lender do? Gilbert agreed to respond to that in a followup email (6 May 2022)\, in which Gilbert stated: “Up until recently EWS1 surveyors would carry out a survey of the facade  but not take into consideration mitigating measures in place for example a sprinkler system\, alarms or fire barriers. Also\, the EWS1 surveys to date did not look into configuration of the cladding materials and how these can add (or not) to uncontrollable spread of fire. On one hand this was a result of indemnity insurance limitations for surveyors but also the process lacked a suitable risk assessment methodology.  \n  \nTherefore in January 2022 the government published the long awaited PAS 9980 assessment methodology which offers a more holistic approach but please note: this assessment has not replaced EWS1 valuation survey as lenders and RICS ignored government calls to abolish it.  However it does but supplement it.  \n  \nAs of 16 March 2022 the EWS1 form has been updated and includes specific reference to the PAS 9980 fire risk assessment of the external wall.  \nIt now specifically asks surveyors assessing buildings particularly those who issue B ratings to ensure that assessment of the fire risk should be in accordance with the PAS 9980.  \n  \nTherefore\, for buildings such as Kings Crescent which were initially rated B2 it may be possible under the new PAS 9980 to achieve a B1 rating or at least identify a defined scope of works which would enable B1 rating in the view of the competent assessor. Currently the EWS1 survey recommends remediating all of non compliant materials but this opinion is not based on the holistic assessment of risk and mitigating measures already in place. Our aim is to clarify this by implementing PAS 9980 assessment.  \n  \nIt is our opinion that the result of the PAS 9980 will enable either direct route to B1 or if not immediately possible\, such rating could be achieved following localised remedial works for which our leaseholders will not be charged as approved by the Councils Cabinet. We have committed to undertaking any works recommended in the PAS assessment regardless of the rating it gives. “ \n  \n  \nOne of the residents\, Sam\, asked in the chat: What timeline do hackney have for finding a surveyor? He also said that as leaseholders were able to conduct private assessments. is there any reason you can see that a leaseholder would not be allowed to conduct their own survey? \nIn the followup email (6 may 2022)\, Gilbert stated: We are still going through the procurement process and we anticipate that it will be completed by the end of May/ early June 2022\, with the assessments taking place soon after.  \nIf the council was approached by a surveyor commissioned by a resident(s) to do the assessment\, we would want to be satisfied as to their competency to carry out the work\, the level of the their professional indemnity and the methodology they would employ including the degree of intrusiveness they would employ. We also would reserve the right to disagree/challenge the conclusion of any assessment. \n  \n  \n \nSophie Bryson \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \nGilbert Stowe \n \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \nGilbert to follow up on needs of lenders vs what Hackney is proposing and committing to. \n  \nGilbert to find out if residents appoint their own contractor to assess fire risk?\n\n\n4\nEscalations process\n \n \n\n\n \n●       escalations process LBH have in place is not appropriate \n  \nComplaints \nIssues have been going on for more than a year\, then the complain process went on for another year\, yet issue still not resolved. Seems like no accountability or responsibility from Hackney for the ongoing reoccurring issues and no respect for the residents. \nGilbert apologised for unacceptable delays in dealing with complaints – he will come to every ETRA meeting \nQuestion raised about Hackney’s legal obligation to deliver services to leaseholders and whether they deliver it. Gilbert acknowledged that Hackney is not meeting its own service standards. \nAnother resident shared her example or poor service and poor accountability with ongoing mould issues (in new block) for over 3 years\, still unresolved. \n \nWael/ \nDavid\n  \n  \n  \n  \nGilbert to follow up with the original issues in Wael’s complaint\n\n\n5\nService Change\n \n \n\n\n \n●       Wide issue with service charge is that residents do not see value for the money we pay \n●       Lack of communication\, organisation\, and accountability with LBH towards tenants and residents \nMinutes: \nResidents want to be treated as customers\, with honesty and respect. Some residents are now refusing to pay their service charge because they don’t feel they are getting a decent standard of service. At this point residents feel they would not recommend friends move into Hackney properties due to the ongoing issues and time-consuming process of dealing with those issues. \n  \nNo one is holding contractors accountable\, jobs not done well\, and costs of repeated visits are being passed onto residents. No information about when things are getting fixed\, if they have been fixed etc. Serious when it is to do with the lift and there are parents\, elderly residents etc living in the blocks. Residents have to spend hours on the phone to report issues\, chase up what is happening as no communication with residents. Just asking for basic safety and accountability. No more apologies and excuses\, just need actions. \n  \nHackney needs to address the big organisational change and culture shift. Residents have reasonable expectations but the frustrations of living here are overshadowing what should be a good experience. Hackney needs to have an expectation of excellence that it is accountable for. \n  \nGilbert and senior management team do recognise that a culture shift is needed\, and that process has begun. Wants the service delivered to be the best and all staff need to adopt that approach. Gilbert acknowledged that residents are just asking for Hackney’s own service standards to be met. Will be focusing on improving this across Hackney in the coming weeks and months. Want customer experience to be the best it can be. Gilbert has committed to attending all ETRA meetings as a senior presence to ensure issues are being resolved. \n  \nResident noted that there is a legal obligation to comply to standards. Not just because residents ask for it but because they are legally obliged to provide the service that they are charging leaseholders for.\nDavid\n  \n  \n  \n  \n  \n  \nGilbert committed to attending future ETRA meetings \n  \nGilbert to answer: What is Hackney’s official position on whether Hackney fulfils the 9th schedule of the leasehold agreement. If yes\, what is the evidence?\n\n\n6\nCourtyard maintenance\n \n \n\n\n \n●       Weeds by the wall \n●       slippery mould \n●       black powder on the bonded rubber mulch matting in the courtyard. \nCourtyards \nIssue of the black paint coming off onto children from the flooring in the courtyard. Complaint over a year ago that has never been acknowledged. \n  \nThe rubber surface in Kimpton etc block has been assessed and two solutions offered. Hackney going to try on small areas to see if it solves the issue. \n \n  \n  \n  \n  \n  \nWill Owen\n  \n  \n  \n  \nWill to update on progress with courtyard issues\n\n\n7\nUpdates regarding action points from the last meeting\nDavid\n \n\n\n \nNote in advance from Emley: \n·        Digital skills – Jackie attended the over 60s lunch club on Friday 25th March and is in ongoing conversations with Emley and Nina regarding setting up regular digital support on Kings Crescent \n\nThe pharaoh ants situation is now much better in Bramfield Court following the pest control’s intervention\n\n\nAnnette\n \n\n\n8\nSource Partnership\n \n \n\n\n \n·        Update from John \nPhases 3 and 4: \nCouncil had to retender for the the next phase of the regeneration project. \nThe preferred contractor will be appointed in May. Source has started monthly drop-in sessions to remind residents what the plans look like. Next sessions are 11 May and 8 June in Hackney Showroom. \n  \nSource are still running the Steering Group and supporting the TRA but role has been quiet in recent months. Will be more involved again once contractors are appointed. \n  \n \nJohn Morris\n \n\n\n9\nAny other business \n  \nAndrea Scott said a new estate officer (to replace Annette) will be starting on Monday and that she would come to ETRA meetings from now on along with the new officer. Andrea also thanked Annette for all of her hard work over the years. Andrea is keen to introduce the new Estate Manager to key residents next week. \n  \nAndrea struck by the comments in the meeting regarding expectations of service. Agrees that residents deserve a good standard of the services they are paying for and will be working to meet this. Building a new IT system that will help and Hackney is changing its culture. \n \nDavid\n  \n  \nDavid and Andrea to arrange meeting. \n  \nAndrea and new housing officer also commit to attending all ETRA meetings to get issues resolved.\n\n\n10\nDates of next meetings/activities \n●       June Street Party – June 4 @ 2pm \n●       Community meeting June 2022 – June 8 @ 7pm \n●       ETRA July 2022 – July 13 @ 7pm\nDavid\n \n\n\n\n  \nPrevious information:\nIf you have something to add to the agenda please email it to KingsCrescentN4@gmail.com before 10 April 2022 as the agenda will be published 1 week in advance. \nETRA meetings happen on a quarterly basis in January\, April\, July & October \nThis meeting will be taking place on Zoom. DESCRIPTION:Autism Awareness Fun Day\nCome and join us for an afternoon of fun to raise awareness of and funds for the National Autistic Society \n\nThere will be food\, stalls\, bouncy castle and lots of fun for the kids!\nRemi is a resident on Kings Crescent and a small business owner of a company called My.My.Dreams\, twice a year she organises a charity event. \nThe first event of 2022 will be a fun day for children (and adults!) and will focus on Autism Awareness. Proceeds will be going to the National Autistic Society. \n  \nKings Crescent Tenants & Residents Association (TRA) committee members will be at the event to speak to residents\, answer questions about Kings Crescent\, and ready to listen to ideas about events and activities we\, as a community\, want to run here. \nThe TRA gardening group have invited Hackney Herbal to the event to provide some inspiration and answer questions about growing and using herbs and connecting with nature. \n  \nThere will be lots of different stalls run by local small businesses. They are all being asked to give 20% of profits made on the day to the Autism charity. (Details of the stalls coming soon). \nIf you are interested in having a stall at the event contact Remi: remibevis@yahoo.co.uk \nWe look forward to seeing you there!\n \n \n  \n \n  \nThanks for taking the time to visit Remi’s JustGiving page. They appreciate any donations no matter how small.

SUMMARY:Community Meeting March 2022
DESCRIPTION:This community meeting is hosted by the Tenants & Residents Association (TRA) committee aims to celebrate the community which already exists on Kings Crescent and look for ways to develop this further. \nIt’s a chance for residents to discuss what events and activities we want to have here\, meet your neighbours etc. \n  \nMinutes\n\n\n\n \nAgenda Item\nAction\n\n\n1\nWelcome\, Introductions and apologies \nAttending: \n17 Residents \n(Non-residents):  Carol Squires (Source Partnership)\, Sam (Hackney Showroom)\, Bianca Rembrandt (Hackney Community Safety team) \n  \n·        Approve minutes from December 2021 \nDone – approved by those present with no challenges \n  \nApologies: David\, Katy\, Christine\, Jenn\n\n\n\n2\nGuest presentation from local resident \nMr Marsh gave presentation on fly tipping on New River and efforts he has made to clean it up. \nSuggestion for ‘clean up’ day – local residents in collaboration with local police and Hackney Community Safety team \nBianca happy to organise a day in May. \nMr Marsh left his contact details \nAll of the blocks in Kings Crescent Estate are named after village in Hertfordshire where the New River originates \n \n\n\n\n3\nResidents Group (TRA) Committee Updates \n· Change in committee members – Hana left Kathy joined (official vote at next AGM) \n· Homework club has changed to youth club on Thursdays \n· Plans for youth stuff in general (likely meeting to discuss youth plans on 3rd March – Emley\, Jill\, Hackney Showroom\, youth workers and maybe Kelly from Hackney Resident Participation team – youth lead\, will report on outcome of this meeting) \n· Held gardening day on Sunday\, around 12 people came \n· Appeal for volunteers – for youth club\, family fun mornings\, gardening etc \nSuggestions for what to spend funding on. \nWe can claim money from Hackney Council every year. Emley has done visuals showing what we’re spending money on. Includes: \nAndrew’s art project \nIngrid’s film: Inspired by BLM. What happens afterwards. Trailer is finished and nearly ready but has lost actor. Planning to use trailer to use money to make a film. May run a crowdfunder once trailer is ready. \nThinking about how we can weave the message into events we do or activities. \n  \nThis financial year coming to an end. \nWould be great to have input on what to spend the next £3.5k on! \n  \n \n\n\n\n4\nHackney Showroom Update \nUpdate on existing community programme and what is coming up next year: \nWill be distributing a new ‘What’s On’ leaflet. \nRegular programme: \nTuesday Disco Loco library 4-6. Anybody can drop in and take books out. \nWeds am – easy rollers – soft play for babies and toddlers. Can book online. \nKing’s Feast – quarterly residents event. Next one 19 March. \nCan come on your own/ask to be put in a team. \n  \nKings Youth programme. 2 youth workers Darren and Becks out on estate every Thursday. Also spending time in Showroom. Finding out what young people want. Starting to get feedback. Can drop in/play table tennis. \nGoing to pilot work with age 14 and above. Doing tasters to see what people want then roll things out. \nWill start with writing and performing workshops. Young people can write own monologue and learn how to perform. 4-week programme. \nAlso poet and radio presenter talking about healthy relationships \nFriday lunch club including bingo and cooked meal. Open to all! \n  \nAlso planned is a street party on 4 June. \n \n\n\n\n5\nOpen Conversation \nAzucena suggests taking some children for tennis lessons in the park\, possibly for a reduced price. Could hold a weekly tennis club. \nYou can also rent Callly pool. \nJill says about 32 registered with young group. Agreed good idea to do more sports. \nJill also suggested watersports at West Reservoir up the road \nEmley suggested Saturday morning club\, rotate the sport \nRemi thinks a lot of people would participate in football every week \nJill has contacts through access to sport. Will speak to younger people on estate to find out if they would be interested if we did xyz. \nAzacuena suggested drop in where people can express preferences. \nSam suggested discrete 4-week blocks of activities may make less work. \nOnce we get sense of what people want can do shout out to residents for skills. \nAndrew said he’d be willing to help others learn CDF application process so they can research cost and means work is more shared \nEmley wondering whether can do one application for all of the activities.\n\n\n\n6\nUpdate from Source Partnership (Carol) \nHiccough in the process\, developer wants to review pricing. Materials going up in price so want to protect themselves. This means Hackney council have to go back to other bidder. \nStart date much more likely to be August/Autumn. \nGood news is they’ve agreed on s20 notice that 1 April date in relation to clawback will remain. \nDeveloper will bring additional community development funding. \nGood idea to have business plan for 3-4 years of what we’d like them to invest in  during 1st\, 2nd\, year. SP skilled at doing this and can help. \nLast week residents went to look at comparable community centres. This has thrown up issues about how new centre will be managed. SP can help with our business plan. \nCarol has knowledge of TRA development\, upscaling over time. Carol wrote paper on this which she can share. \nJill suggested her and SP revisiting tenant management training \n \n\n\n\n7\nAny other business \nDates of next meetings & close \nParty on 19 March \nSat 26 March  family fun (last Saturday of the month) \nAutism awareness event 4 April \n1st Tues every month – TRA coffee hour 2-3pm \nNext ETRA  for discussing estate related issues with Hackney Council staff is at the ETRA meeting 20 April 2022. \n4 June street party \nNext community meeting 8 June\n\n\n\n\nLet us know if you have any ideas! \nKingsCrescentN4@gmail.com \nFeaturing: \n\nGuest presentation from local resident ‘River Path Walk – history and environmental concerns’\nUpdates from the TRA committee\nUpdates from Hackney Showroom & Source Partnership\nAn opportunity to share your opinion and ideas\n\nPlease note these community focused meetings take place in March\, June\, September and December each year. \nThere are separate meetings to discuss estate related issues (with Hackney representatives attending) in January\, April\, July\, October. \nAGENDA\nTuesday 09 March 2022 7pm-8pm (plus social time after) \nHackney Showroom Space\, 4 Murrain Road\, N4 2BN \n\n\n\n\n  \n\nAgenda Item\nSuggested \nTiming\nLead\n\n\n1\nWelcome\, Introductions and apologies \n·        Approve minutes from December 2021 \n \n5 mins\n  \nEmley\n\n\n2\nGuest presentation from local resident \n·        River Path Walk – history and environmental concerns \n·        Suggestion for ‘clean up’ day – local residents in collaboration with local police and Hackney Community Safety team\n  \n10 mins \n(5 mins)\n  \nMr B Marsh \nBianca Rembrandt (LBH)\n\n\n3\nResidents Group (TRA) Committee Updates \n·        Planed events & activities \n·        Suggestions for what to spend funding on\n10 mins\n  \nEmley\n\n\n4\nHackney Showroom Update \n·        Update on existing community programme and what is coming up next year\n10 mins\nSam\n\n\n5\nOpen Conversation \n·        Opportunity for residents to share ideas and suggestions for community building activities and events on Kings Crescent. \n(Conversations can be continued informally after the meeting closes)\n10 mins\nResidents\n\n\n6\nUpdate from Source Partnership\n5mins\nCarol \n \n\n\n7\nAny other business \nDates of next meetings & close\n  \n5 mins\nEmley \n \n\n\n\n  \nThe space will be open for 30 minutes after the meeting to chat to neighbours and continue conversations started during the meeting \nAdditional information: \n\nPlease note that this meeting is focused on community building. Brian Bell (BB) (Chair) \nCllr Clare Potter (CP) \n4 residents: \nEP\, PD\, KM\, KH\n(resident’s names removed for public version) \n \n\n\nIn Attendance:\nRon Greenwood (RG) \nWilliam Owen (WO) \nCarol Squires (CS) \nJohn Morris (JM) \nMenekse Saitoglu\nLB Hackney \nLB Hackney \nSource Partnership (ITLA) \nSource Partnership (ITLA) \nSource Partnership (ITLA)\n\n\n\n  \n\n\n\n1.0\nIntroductions and apologies \nAction\n\n\n  \n1.1\n  \nApologies were received from residents JWM & AA. \nKathy was welcomed to the RSG; she has recently moved [to Kings Crescent].\n  \n  \n \n\n\n2.0\nNotes of previous meeting held 17th November and any Matters Arising not elsewhere on the agenda\n \n\n\n2.1\nMinutes were agreed.\n\n\n\n  \n2.2\nBB noted that he did write to Judith Morrison\, Head of Leasehold Services to ask her to organise another meeting with northside blocks leaseholders re bills etc. TRA to let him know if dates are not agreed.\n  \n TRA \n \n\n\n3.0\nPhase 3&4 update  \n \n\n\n  \n3.1\n RG reported that on 10th January\, 3 pieces of correspondence had gone out: \ni) a letter to all residents to inform them that Durkan were the preferred bidder\, \nii) letters to Durkan informing them of this and to Mulalleys informing them that they were unsuccessful; and \niii) the S20 stage 2 Notice to all southside leaseholders. \n  \nNext steps are now to finalise the contract negotiations and enter into a contract by mid March. There may be some visible signs of works starting by the end of March\, e.g. bore holes to discharge planning conditions\, investigate possible adverse ground conditions before foundations start. At the same time\, Durkan will start to generate a Construction Management Plan.\n  \n  \n \n\n\n  \n3.2\nRG presented 4 key aspects of the bid. \n1.   Pre-contract works. These will take approx. 5 months\, including developing detailed designs (M&E\, kitchen and bathroom details)\, investigating soil and ground for asbestos\, concrete\, ordering materials – in particular the pre cast concrete panels\, organising parking suspensions\, party wall agreements\, erecting site facilities (which will be in front of Datchworth Ct on the Queens Drive/Green Lanes side)\, respite facilities\, dismantling the community centre\, erecting hoarding\, stripping out the Weston Court garages and part of the podium. \n2.   Construction and phasing. The whole contract is scheduled for 140 weeks. Refurbishments will take place first\, starting at Bramfield Court and working round to Theobalds\, Datchworth and Weston Courts. Each block’s works will start within 3 months of each other\, 10 months per block\, 12 months for Weston Court. The refurbishment will be completed well in advance of the new build. \nThe respite centre will be situated within the estate. Durkan will explain their reasoning for this at Meet the Contractor events. (Residents  and LBH originally preferred these facilities to be sited outside the estate on Queens Drive). \nEP asked for an explanation of the reference to the Weston Court podium. RG described how the podium will be cut back slightly to make space for the work space underneath\, but there will still be a walkway outside front doors. EP also asked for confirmation of the location of the respite centre. RG confirmed\, illustrated with a presentation slide where the facilities will be located along with a temporary ball court and storage. \nRG – works will start with hoarding off areas and starting to take down garden fences and sheds in order to provide access for plant to install balconies. \nPD asked if the respite centre will have computers. RG – that is the intention\, based on lessons learnt from phase 1&2. He also queried removal of sheds from rear gardens. JM noted that the installation of balconies will be very disruptive but that gardens will be reinstated in full. \nPD – where will the columns go that will support the balconies? There are cables etc that run up the wall that need to be preserved. WO – there will be a full inspection of the gardens and individual issues before works start. PD also has a soakaway in his rear garden that he will not want to be damaged when scaffolding is installed. RG reassured that full surveys and individual consultations will take place before works start. BB emphasised the extent of disruption to gardens. \nRG continued with construction plans for the new build. This will commence within 4-6 months of start of refurbishment works and will proceed west to east\, i.e. DZ4\, DZ5N\, DZ5S\, DZ6N\, DZ6W\, DZ6S. 219 new homes will be built\, 4 retail units\, workspace\, community facilities and 3 courtyards. \nKM asked if the design of the public spaces had been completely worked up yet. RG replied that there will be an element of detailed design still to complete. Residents have requested a review of phase 1&2 play equipment\, so a workshop will be organised to discuss details of phase 3&4 landscaping etc. \n3.   Community Engagement.  Durkan are keen to follow up initial discussions with the TRA and Hackney Showroom. They have noted the need to bring the north and south sides of the estate together\, to produce engaging communications in a variety of formats and to have discussions around the fit out of the new community centre. They plan a series of workshops and wish to produce a Residents Charter. There is a desire to learn from phase 1&2. They will attend RSG\, TRA meetings and also organise dedicated communications meetings. One offer from them is regular site visits for residents to see first hand progress of the construction work. \n4.   Training & Employment. Durkan will promote site-based roles for local residents and provide funding\, to be agreed with the TRA and HS. They will have contractual apprenticeship and local labour targets.\n  \n  \n  \n \n\n\n  \n3.3\nSection 20 process.  RG reported that stage 2 consultation ends on 11th Feb. 3 households attended the surgeries on 24/1. Questions at these centred on timescales\, the discount eligibility and scope of works. RG announced that\, following representations from leaseholders\, the decision on the 5 year discount period has now been signed off and this will now start from 1/4/22 for all southside leaseholders. \nThe 3rd stage of the S20 process will start once the contract is signed at which point leaseholders will receive a detailed breakdown of costs applicable to them as individuals. EP asked for confirmation that contracts will be signed by the time that the stage 3 notice goes out. RG confirmed this will be the case.\n \n\n\n4.0\nTRA update \n \n\n\n  \n4.1\nEP reported back. The community-focussed meeting before Christmas was combined with a Winter Market which was successful. However\, the meeting itself was less well attended\, leading the TRA to look at different ways of engaging with residents. An ideas sheet is up on the wall at HS rear room for people to leave comments and suggestions. The Kings Feast was split between a children’s event and an adult one. The adult event was cancelled due to the covid concerns before Christmas as was a proposed theatre outing for elders and other events throughout January. TRA and HS are planning to get things back up and running in February with the resumption of the homework club (now transitioning into a youth club) and the Friday lunch club. \nBB asked about the Community Centre Working Group. WO noted that there is a meeting arranged for 4th Feb to discuss possible visits to other centres and progressing the brief for the fit out.\n  \n  \n  \n  \n  \n  \n  \n  \n  \n \n\n\n5.0\nITLA update\n \n\n\n  \n5.1\nCS reported that Source’s time recently has been spent supporting leaseholders during the S20 process and helping to facilitate surgeries/meetings. We have also spoken about the imminent decommissioning of the community centre. We plan to establish a regular time to be available at HS to raise awareness of Durkan’s emerging proposed approach to the building works and community engagement.\n  \n  \n  \n  \n \n\n\n6.0\nAny urgent business  \n \n\n\n  \n6.1\nKH raised the ongoing issues for northside leaseholders with EWS forms and the cladding on the blocks. BB reported that a comprehensive briefing had been provided by officers but it is confidential. His view is that the problem lies 100% with the lenders and councillors have been reassured that the other issues are relatively minor. There may be another meeting with offices on this in 2-3 weeks time. \nKH emphasised that he and fellow leaseholders want the regeneration to work and that the community is brought together. But many are concerned that the blocks contain the Kingspan cladding that was present at Grenfell. If the EWS rating was compliant then there wouldn’t be a problem. There is dissatisfaction that LBH are not taking their responsibilities seriously and just laying all the blame on the lenders. BB re-emphasised his point about lenders and that the buildings were compliant when the products were installed. However\, LBH do want to resolve these issues. If elements do need to be removed then a capital works programme will need to be agreed across the borough. He acknowledged that the letter that went out just before Christmas was poorly expressed. \nKM added that it is important that people can work together on this and that it is sad that a problem like this threatens the good will that exists. \nKH noted that many leaseholders will be stuck with existing mortgages as lenders won’t now lend on the properties and LBH cannot just step away from this.  BB denied the Council were stepping away. CP added assurances that officers are working on this as a priority and that everyone’s ‘eyes are still on the ball.’ \nKH – Clare Williams’ explanations at the last TRA meeting didn’t leave leaseholders satisfied. Who else can we contact? RG explained that the Resident Safety Team are the people who are dealing with this. This team is led by Mikel Jankowski. He also reminded the meeting that this is a national issue – not just a local\, Hackney problem. A Building Safety Act is imminent and there is an onus on LBH to have a resident engagement strategy in place. \nBB – Steve Waddington as Director of Housing is an officer further up the hierarchy if residents are not satisfied with responses to date. \nKH raised the Government’s Building Safety Fund; if the view is that LBH don’t need it now\, if they decide later they do\, will the fund be exhausted? BB – if we’re eligible for funding\, we will apply for it. CP added that this point is taken and will raise it with Michal. \n \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \nBB \n \n\n\n8.0 \nDate of next meeting \n \n\n\n \n28th February 2022\, 7.00.

Would like to have option available for people come to community centres once per month to help residents if we are interested. \nAlso training courses available for residents to help getting involved with the online world. Various services available. \nCould also train people to be digital buddies – would get free DBS check. Need to volunteer 2hrs per week. \nThere is also a referral services for devices e.g. if isolating. \nTraining sessions a couple of hours at service centre \nCan do IT courses and English and Maths courses too. \n  \nEP stated the TRA would be interested to have this available on Kings Crescent\, will follow up \n  \nAdditional update from Annette regarding pharaoh ants in Bramfield & Theobalds courts – residents will get a letter to inform that housing services will be coming w/c 17 Feb to arrange treatment \n  \n●       Fire Safety \n  \nAnnette – when doing fire safety inspections\, around the estate officers have been finding items stored in meter intake cupboards\, flammable\, ignitable\, combustible materials being found. Store things inside property. Don’t store items on balconies and winter gardens. Some residents blocking access to intake cupboards e.g. with bikes. Anything being stored needs to be inside. \nGas pipes affected in Therfield. 7-day notices will be given then bikes will be removed. Weston bike locked against banister in stairwell. Items will be removed. \n  \n●       Motorised vehicles \n  \nWallington Court had a motorbike in cycle storage area. Fire hazard with petrol and tyres. Will usually remove in 24 hours\, this time took a bit longer. \n  \n●       Estate inspections update \n  \nInspection every month\, looking for any issues regarding cleaning\, lifts\, blocked drains\, rubbish shoots\, signage\, lighting. Annette takes photos of issues to follow up. \n●       Designated cycle storage units \n  \nBikes need to be securely locked. Should only be used for bikes. Some have rusty frames\, kids bikes etc. Helps if any residents using them ensure the store is kept tidy. If looks abandoned\, unused will remove (will put notices on them) \n  \nAdditional points from Annette: \nIf anyone from 1-5 floors of Therfield require a secure internal storage cupboard\, please contact annette.reid@hackney.gov.uk \n  \nWindow cleaning – would you be happy with external clean of all windows every year ? – New blocks only\, would be included on service charges. Contact Annette. \n \n \n  \n  \nEmley to follow up with Jackie regarding digital skills options for KC residents\n\n\n3\nSource Partnership Update \n \n \n \n\n\n \n●       Update on phases 3&4 of Kings Crescent regeneration \n  \nDurkan has been appointed as the new contractor for the upcoming refurbishment of Southern blocks and next phase of new builds. Requested Durkan have some early conversations and TRA to see what community support is available. From March there will be some works starting in the hoarded area as need to have started before March to get the GLA grant for the planned social housing. However\, in general Durkan will start on refurb first as promised. \nThere will be some ‘meet the contractor’ events\, drop in style to chat to the Durkan team to discuss work programme. \nSource have requested a refresh from MUF of the plans for the landscaping area for residents to get an updated view of what the plans are. It would also be a chance for residents to have a say in things that may not work\, not practical etc. \n  \n●       Update on ‘Section 20’ (relevant to Southside leaseholders only) \n  \nLeaseholders have just been sent the second stage notice to inform of the refurbishment costs for the block. There were delays in the post\, but EP confirmed receipt today. \nSource helping leaseholders to coordinate concerns and representations regarding costs and 5-year clawback. \n  \nDB asked for clarification regarding the contract. John confirmed that it is all part of the same package of works – Durkan will be doing the refurbishment of Southside blocks and building the new blocks. Will happen in a phased way with the refurbishments of Southside blocks happening as a priority. For more details\, please attend the events with the contractor to discuss their plans. \n \nJohn Morris (Source Partnership)\n \n\n\n4\nService Charges (relevant to all leaseholders) \n \n \n \n\n\n \nPhil questioned if Will has been able to discuss our situation with Judith and ask her to attend the meeting. Will has not been able to do that and is not in a position to compel them to attend or respond unfortunately. \n  \nManagement fee is expensive – not sure what this is for. \n●       Annual increases are now becoming unmanageable for residents and are higher than most managed buildings in London!  Explanation is needed as to why \n  \nIn 3 years they have increased by 21% (Phil ‘specifically but others similar). Average increase 10% per year. Frustrating when residents feel they are issues. \n  \n●       Irregularities in individual line items of service charge estimations \n  \nBlock electricity £75\, actual £20\, estimate £85\, actual £120\, estimate £20\, actual really high etc etc. Residents don’t understand how this could be\, and don’t trust the system. Many line items just don’t make sense. Judith did explain some last year and promised to come back with further answers but never did and no longer responds to emails from Phil or TRA Chair. \n  \n●       Update/response to the increases in service charges\, mistakes\, lack of service provided for what leaseholders are being charged for etc \n  \nLast year there was a huge over charge due to human error but very little in the way of apology. \n  \nWill offered to email Judith tomorrow to request she attend the next meeting. Phil would prefer a separate meeting focused on Service Charges. Emley agreed that a separate meeting would be better. Will to help achieve this. \n \nPhil M (resident) \nJudith Morrison (LBH) was invited but did not attend\n  \n  \n  \n  \nWill Owen to follow up with Leasehold team to arrange a Service Charges meeting and for the team to respond to all of the previous resident questions regarding service charges\n\n\n5\nEWS1 form and update on cladding (relevant to newer blocks only)\n \n \n\n\n \nIssues to discuss: \n●       21st – Dec letter. Explanation \n●       Fire safety issue \n●       Re-mortgage / selling issues \n●       Who will be liable to pay for future work? More clarification \n  \nClaire Williams (building safety manager) in attendance \n  \nKarsten has seen EWS1 report – B2 rating. No leaseholders in affected new blocks can re-mortgage or sell flats at this point. Fire safety of cladding and timber on balcony was judged by inspector as being unsafe. Recent letter – next step is to get an independent opinion in order to reassure residents. \nKH feels disappointment that Hackney has not acknowledged the direct link between EWS1 and fire safety. Unclear what will happen if the independent person says it is safe to reassure people\, but leaseholders still stuck with B2 rating and unable to re-mortgage/sell. \n  \nClaire Williams: EWS1 B2 rating triggers a fire risk assessment. External façade within walls and balconies but fire safety also looks at risk management\, fire escape etc. \n  \nWith Kings Crescent\, construction identified flammable cladding in cavity walls. If kept separate from a fuel/fire source then it is not such a high risk. Need further clarification of assessment to see if remedial works need doing. Is it something that can be done by usual contractor or is it a more complex specialist job. Need detail to know how to risk manage the programme of works and know what is needed. \n  \nKarsten – EWS1 report for Wallington Court confirmed B2 rating due to – Kingspan K15 – was material used in Grenfell. There was a recommendation change in Nov 2017 that this should not be used. Company contested this. But later proven as dangerous in buildings above 18 meters. (Post meeting correction: BBA certificate change on 24-Nov-2020\, and not Nov-2017 as stated in the meeting) \n  \nCW – the K15 layer of cladding is surrounded by non-combustible materials (brick and concrete). The cladding is sealed in cavities. Building control signed off in 2013. Most construction was completed by 2017. It was after that that Grenfell happened and the issues raised about the materials. \n  \nKarsten – But understands that after Grenfell happened in \nJun-2017\, fire safety was revisited before the Wallington \nCourt completion in the following months. Conclusion was \nthat the Grenfell material K15 was still safe to use and \nWallington Court completion proceeded. \n  \nJohannes – Can Claire confirm the exact date that Wallington \nCourt and other phase 1 and 2 buildings passed the fire safety \nchecks? \n  \nCW – does not know the specific dates of the fire safety sign- \noffs. \n  \nKarsten – if remediation is needed will Hackney apply for government funding to cover this? Claire – yes\, would apply. Gove’s government wants to make developers pay for the remediation costs. If it is defined as a latent defect\, it can be pursued that way. Hackney aim not to pass costs of any remediation works onto leaseholders. No timelines available at this point. \n  \nKH – does the council acknowledge the dilemma leaseholders are in?! Firstly\, residents need to be able to live in a safe building plus they need to be able to re-mortgage/sell properties. \nClaire – Hackney does acknowledge the difficult position leaseholders and shared owners are in. Can’t make any comment regarding accepting responsibility for that. \n  \nJohannes – In the report it shows a photo of the metal sheet over the balcony – that is also an issue. States that there is an exposure of K15 insulation. Claire – the insulation is not exposed within the flat where a fire may occur. \n  \nSarah was under the impression that the B2 rating was related to the balcony and not the external wall issue. \nCW confirmed that the vertical run of balconies are the issue and caused the B2 rating\, and not the external walls. Therefore\, potentially\, if the remedial work was done to the balconies then the rating could go up. \n  \nSarah – the assessments and certificates only have been done on a couple of blocks but do they apply to all blocks? Claire confirmed that the certificates do apply to all blocks as they are similar construction. \n  \nClare’s email address is in the letter sent to residents\nKarsten H (resident) \nAnnette/ Will (LBH) \n  \nClaire Williams (CW)\nEWS1 task force of residents to set a list of questions to send to Clare Williams\n\n\n6\nHeating costs and complaints (relevant to newer blocks only)\n \n \n\n\n \n●       This issue has been raised in ETRA meetings since March 2020\, still unresolved. \n  \n●       Wael D has been trying to obtain an explanation about the energy providers raising costs since April 2021 \nNew tariff application\, was supposed to switch in July. No updates and still not on the new tariff. \n  \nWill – acknowledged the letter that went out to residents from Donna Bryce. Hackney are waiting for all the ADSL lines to be transferred from Higgins to Hackney\, turned out to be more complex than expected. Only one outstanding now so should be getting accurate data imminently. New letter will be coming out about new charge and refund. \n  \nIssues with meters overcharging. Discussed with energy team – will put credit on meters. If residents have been significantly overcharged then Hackney are pushing that residents be given a cash refund by bank transfer refund. Awaiting final data then will send letters out. \n  \n●       Wael was told that heating prices are competitive and that experts confirmed that statement. He then asked for expert sources and figures to assess the statement and he has never been given any answers to his request \n  \nTold by Hackney that energy prices are the competitive. Experts claim they are competitive\, if not happy then complain – so he did. \n  \nPaying management fees and concerns dismissed. No one is responding. \n  \n●       He was told by Donna Bryce to raise a complaint if he was still dissatisfied by her answers (or the absence of answers) \n  \n●       He has been trying to raise a complaint since September 2021 (ref: 1986845). Chased on 3 Sept\, 13 Sept\, 27 Sept\, 4 Oct\, 26 Nov and 6 Dec\, and there has been no answer \nWill – the matter is being dealt with by the top complaints manager at Hackney \n  \nDavid – the latest chase to ask Hackney for a response was on Monday. \n  \nEP affirmed that this energy issue was first raised in an ETRA meeting in March 2020 and that the TRA have not had any response from the energy team despite several emails to explain the situation of the residents of the newer blocks. The energy team have also been invited to attend these ETRA meetings multiple times but never come. Judith Morrison (Leasehold team) tried to follow up with the energy team on our behalf but didn’t get any further progress. \n  \nWill will chase the complaint. Can’t respond on behalf of the energy team. \n  \nWill regarding the overcharge – Lines went out a year ago. New charge came in in April. Then work has taken a long time to activate the new lines. Once gets data from the new lines being put in Hackney will be able to see the actual charges/costs vs what is actually being used\, so can detect overcharges. Once the data is in and scrutinised refunds can be issued. Hackney are working on this and will write to residents as soon as they are able to. \n  \n \nWael (resident) \n  \nAnnette/Will/ Energy team (LBH)\nWill to chase response to Wael’s complaint \n  \n  \n  \nWill to update David and Emley is there are going to be any further delays with the energy cost analysis and refunds\n\n\n7\nLack of hot water / heating (relevant to newer blocks only)\n \n \n\n\n \nIssues to discuss: \n●       It seems to happen every year\, when the cold season starts \n●       Why is it not treated as an emergency by repairs team (babies\, senior citizens)? Who\, on behalf of the tenants & residents\, agreed on such arrangement? Who decides on our behalf what is an emergency? \n  \nAnnette: \nIf report 9-5pm it comes to main team. Otherwise out of hours it is an external contractor. If no heating hot/water it is within 24hrs. If report during day it is a 2 hour response. It is treated as an emergency. \n  \nService standard is there within the council and within external contractor. Can’t speak to individual responses. Information on ‘repairs timescales’ here: https://hackney.gov.uk/repairs \n  \nEP asked if there is an acknowledgement within Hackney that there are hundreds of properties affected by an outage\, rather than just a flat with a broken boiler. \nPhil confirmed that this is an issue – when outages are reported residents are told that more than 10 residents need to report it for it to be taken seriously. Once on a Sunday evening residents were told to contact New Build as they would have to deal with it on Monday\, but New Build were no longer involved in managing the blocks. This is frustrating for residents. \n  \nAnnette will get a response from the relevant team before the next meeting \n  \nCllr Potter – is there learning that Hackney needs to do to ensure teams are aware of the heating system in Kings Crescent? \nGenerally yes.\nDavid (resident) \n  \nWill/Annette (LBH)\n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \n  \nAnnette to establish process and response time for dealing with heating system outage \n  \n  \n  \n  \n \n\n\n8\nAny other business \nWill – there will be a technical post occupancy survey done in Spring to look at how the buildings are working compared to the expectations when it was commissioned. \nLearning exercise and it will be fed back to this group. \nCll Potter – want to continue improving from an environmental perspective \n  \nKarsten to Cllr Potter – 100+ members in leaseholder FB group. What is your response to the fire safety issue as emails have been sent to the Cllrs about this? \nCllr Potter – Cllr Bell took up that query\, Cllr Potter will follow up. Karsten still not received any responses. Waiting for affirmation that costs will be covered by Hackney/contractor. \nLeaseholders need to be able to re-mortgage. Not acceptable that Hackney is not supporting leaseholders. \n  \nResidents feeling outraged that new flats are going to be built when the first round of new builds are still not okay and more issues coming to light. \n  \nCllr Potter will look into it. Bearing in mind it is a national issue. If the council didn’t think it was safe they would not have let people move in. \n  \nKarsten – leaseholder group will look to take further action if \nHackney/Higgins do not take full responsibility. SUMMARY:Winter Market & Community meeting December 2021
DESCRIPTION:TRA Community Meeting Minutes\n\nTuesday 07 December 2021 7pm-7.40pm \n(Short official meeting during the ‘Winter Market’ event 6-9pm) \nMeeting Held in Hackney Showroom Space\, 4 Murrain Road\, N4 2BN \n  \n\n\n\nAgenda Item\nAction\n\n\n1\nWelcome and Introductions \nIn attendance: \nResidents: \n7 residents (names removed for web version)\nNon-residents \nJohn Morris (Source Partnership)\, \nNina (Hackney Showroom)\, \nApologies: \n4 TRA committee members (names removed for web version) \n  \nApprove minutes from September 2021 \nEmley proposed\, Jill seconded\n  \n \n\n\n2\nResidents Group (TRA) Committee Updates \nPlanned events & activities \nTricky to do a lot with covid. Every year can make funding apps. We made a few and have done projects. These have included: \nArt project \nHackney Showroom youth magazine \nOnline quiz \nHave funding for gardening project and done a few events. have a gardening plan including for inherited allotment plots\, put together by Hackney Herbal. There is a gardening group. \n  \nCommunity Development Fund \nHave just reconciled projects from last financial year\, so now eligible to claim for this financial year which finishes in March. Things we are spending on: \nBLM film by resident film maker (already commissioned with £600 allocated). \nOther plans: \nOther gardening events (we have a plan from Hackney Herbal) \nKing’s Feast party (quarterly) \nHomework club is now going to become a youth club on Thursdays with quiet time then activity\, looking for people in community with skills to share \nOlder people’s theatre trip \nHackney Showroom will be doing another brochure with upcoming events \nEmley looking for any ideas and how we can spend money\n\n\n\n3\nHackney Showroom Update \nHave been fundraising for next year and fitting out new space. Events space is nearly finished – has curtains sound proofing…. is suitable for theatre\, live events\, parties. \n  \nThey are building a programme of regular activities: \nThere is a lunch club on Fridays 12 – 2 for older people but under 60s welcome! \nChildren’s library evey week on Tuesdays \nFutureheads 8 – 11years – holiday programmes \nWednesdays disco\, soft play for under 5s \n  \nNow also starting to take bookings from practitioners like yoga \nIn Jan will be starting to do youth work including 8 weeks of detached youth work (2 workers outside every Friday for 8 weeks) \nFirst theatre show will be in Feb \n  \nHackney Showroom hires out space with different rates depending on community benefit etc. Jill says prices are really reasonable for residents! The smaller side is prioritised for community use.\n\n\n\n4\nUpdate from Source Partnership \nSP are coordinating a small working group to propose design ideas for the new community centre (currently incudes Emley\, Andrew and Remi). Getting early ideas and looking for more people to join in! \n  \nCommunity centre will be a shell but SP facilitating early conversation with residents so we can get a proper brief together in time for constructors to fit out properly when they carry out the work. E.g. kitchen facilities. What use we want\, how the space will be subdivided. \n  \nCouncil are also keen to look at different models of management\, e.g. similar arrangement to the one we have with Hackney Showroom\, e.g.. occupied by social enterprises/ locally based organisation that run activities\, \n  \nWon’t be open for 2 or 3 years but decisions about what to be sone needs to be done by late summer 2022. Looking at other community centres locally to visit\, e.g. Woodberry Down. \n  \nContract recommendation should have been approved for new contractor last night at council cabinet meeting\, so notices should be issued to leaseholders early Jan \n  \nKathy suggested using some of the CDF towards something to make things a bit better while the works are going on. \nSuggestion of hoardings as an art project. Ron has already talked about getting Andrew involved with this. Suggestion that could be used for local people telling their stories. \n  \nTimings 30-day consultation period before contractor signatures (likely in March) \nRon will be running workshops \nJohn thinks it’s possible a compromise the council may agree to is 5-year clock starting on a specific date that’s applicable to everyone\, possibly the start on site date (relating to Section 20 notice for leaseholders in South Blocks)\n\n\n\n5\nOpen Conversation \nDidn’t have formal open conversation but talked about the effect works will have on the estate and had an ideas board for the £3k community development fund. Ideas written on so far include: \nBritannia Leisure Centre Swim trip \nYouth Projects \nMuseum Trip \nSewing/knitting group \nParties \nBeach trip \nSports day \nVegetarian and vegan community meal \nElectrical repair workshop \nWellbeing classes; yoga\, pilates\, meditation\, Zumba \nBoard to remain in place for upcoming party to get more resident feedback. \n \n\n\n\nDates of next meetings & close \nETRA 12 Jan 2022 \nNext community meeting Wednesday 9 March 2022\n\n\n\n\n  \nAdditional information: \n\nPlease note that this meeting is focused on community building.
