Clare Potter\nApologies: Bianca Rembrandt (ASB) \n\nMinutes from the last meeting (22 May 2025) were approved.\n\nKathy McEwan: \n\nEmphasised the need for more resident support to keep TRA activities running.\nHighlighted the voluntary nature of TRA roles (not paid\, no financial benefit).\nTRA aims to build a stronger community through initiatives such as allotments and youth club.\nUrged members to help set TRA priorities for the next year – residents to bring ideas to the AGM in October.\nTRA needs new committee members and volunteers for: communications\, newsletter\, funding applications\, strategy\, youth club\, gardening\, website\, treasurer\, administration\, secretary\, and Hackney liaison.\nGardening and youth club will continue\, but succession planning is required.\n\nRichard McVetis: \n\nOutlined rules of engagement for meetings: respectful communication\, focus on agenda items\, no interruptions\, concise contributions.\n\nAction Points: \n\nResidents to think about and suggest TRA priorities before the October AGM.\nTRA to circulate a volunteer call-out with specific roles listed.\n\n  \n  \n2. Estate Cleaning\nLead: Bernard Thomas (Hackney Cleaning Team) \nDiscussion: \n\nPersistent issues: urine in blocks (Bramfield\, Theobold)\, pigeon droppings\, dirty corridors\, uncollected recycling\, and external rubbish dumping.\nResidents reported cleaning issues being unresolved for weeks/months despite being logged.\nConcerns raised that service charges increase annually\, but cleaning standards remain low.\nQuery on accountability: who checks standards and ensures cleaning has been completed?\n\nBernard (Council): \n\nExplained cleaners’ duties: lifts\, entrances\, bin areas\, litter collection.\nDeep/“spot” clean every 20 days.\nAdmitted problems with ASB occurring after cleaning which delays resolution.\nCleaning regime to change – two cleaners will now work together.\nCleaning Charter available on Hackney website: https://hackney.gov.uk/estate-cleaning\n\nResidents: \n\nBramfield Court corridor reportedly not cleaned for months.\nStandards feel subjective – need agreed baseline.\nSpecific pigeon issue: allotment gate and Wallington Court exterior access corridor heavily affected by droppings.\n\nJune (Housing Officer): \n\nWill share her estate inspection schedule with TRA.\nInvited residents to join inspections.\n\nAction Points: \n\nBernard & June to conduct a joint walk-around with TRA to set agreed baseline standards.\nJune to circulate her inspection schedule to TRA members.\nBernard to investigate pigeon issues and request pigeon spikes installation (allotment gate\, Wallington Court).\nResidents to continue reporting cleaning issues via estate cleaning email address (Hackney).\nTRA to monitor changes following new two-cleaner regime.\n\n  \n  \n\n\n Repairs\n\n\nLead: John Prestage (Hackney Repairs) \nAgenda Items & Discussion: \n\nLighting – Theobalds Court/ Flooded Area – Old Boiler Room\n\nJohn confirmed he could not comment on lighting issues (he is carpenter background and not electrician).\nRepairs system described as fragmented\, emailing without a reference number or date risks requests being deleted.\nResident raised issue of a huge leak. Leak was fixed\, but the repair left a large hole.\nConcern: repairs often leave incomplete or poor-quality outcomes.\n\n\nBroken Courtyard Gates\n\nOngoing frustration with repeated issues not being resolved effectively.\n\n\nCommunication & Oversight\n\nResidents questioned: Who decides on the work? Who checks it has been carried out to standard?\nRepairs system seen as “not fit for purpose” – siloed departments\, no clear accountability.\nCall centre staff often lack training and knowledge of estate complexities.\nStrong concerns about value for money in service charges given repeated\, unresolved repairs.\n\n\nCouncillor Input\n\nCllr. Clare Potter asked that all repair issues be sent to her directly by residents.\nResidents suggested escalating concerns to the Housing Ombudsman.\n\n\n\nResidents’ Requests: \n\nOPTs time planner to attend next meeting.\nRon Springer (Hackney Repairs) to be invited to attend.\nMore training for Hackney call centre staff.\nDedicated repairs overseer needed with full estate oversight.\n\nAction Points: \n\nTRA to formally request OPTs (Manager at call centre) time planner’s attendance at the next meeting.\nTRA to invite Ron Springer (Hackney Repairs) to next meeting.\nResidents to feed ongoing repair issues to Cllr. Clare Potter for escalation.\nTRA to draft a letter to Hackney Council requesting:\n\nclearer accountability and supervision of repairs\,\nimproved call centre training\,\ndedicated estate-wide repairs oversight.\n\n\nConsider escalation to Housing Ombudsman if systemic issues persist.\n\n\n4. Lifts\nLead: Cindy Crawford (Interim Lift Service Manager)\n(Unable to attend – written responses promised. Presentation given by resident Karsten Hartmann.) \nDiscussion: \n\nPresentation & Report\n\nKarsten Hartmann gave an overview of the lift maintenance report\, stepping in due to council officer absence.\nThanks were extended to Karsten for undertaking this work on behalf of residents\, effectively doing the council’s job.\nEmley to circulate Karsten’s report to residents via email and WhatsApp.\n\n\nPersistent Failures & Design Issues\n\nResidents highlighted that Hackney Council has failed to address the root causes of repeated lift breakdowns.\nDesign faults were identified in earlier meetings but remain unresolved\, raising serious questions about whether newer block lifts are still under warranty and if design flaws are being properly addressed.\nResidents noted that the same issues have persisted for years despite repeated reporting.\n\n\nHealth & Safety Risks\n\nAlarm buttons in lifts frequently fail to work.\nThere is no reliable mobile signal or emergency phone coverage inside lifts.\nResidents reported women and babies trapped in lifts for hours without being able to call for help – a critical health and safety hazard.\nCurrent failures represent not only an inconvenience but a significant risk to life and wellbeing\, particularly for vulnerable residents.\n\n\nAccountability & Oversight\n\nNo evidence of a proper monitoring system or accountability structure to ensure repairs and servicing are carried out effectively.\nResidents expressed frustration that they are forced to act as investigators and monitors\, effectively doing the work of Hackney Council\, while still facing increasing service charges and declining service levels.\nThe absence of the Lift Service Manager (Cindy Crawford) was seen as unacceptable given the seriousness of these ongoing issues.\n\n\nEscalation\n\nCouncillor Clare Potter to be sent the full lift maintenance report and resident accounts.\nResidents raised the possibility of escalating matters to external regulators due to consistent failures in safety and service.\n\n\n\nAction Points: \n\nEmley to circulate Karsten’s lift maintenance report to all residents (email and WhatsApp).\nCindy Crawford (Lift Service Manager) to provide written responses to all lift-related questions (maintenance\, design\, warranty\, accountability).\nTRA to request confirmation of whether lifts in newer blocks remain under warranty.\nHackney Council to clarify:\n\nWho is currently responsible for lift management and oversight.\nWhat actions are being taken to address acknowledged design faults.\nTimelines for resolving alarm and emergency coverage failures.\n\n\nTRA to prepare a formal letter highlighting lifts as a serious health & safety risk requiring urgent intervention.\nCouncillor Clare Potter to receive the full report and resident testimonies for escalation within Hackney Council.\nTRA to consider escalation to the Health & Safety Executive (HSE) and/or the Housing Ombudsman if immediate and verifiable improvements are not made.\n\n  \n5. Homeownership & Service Charges\nLeads: Josephine Burton & Laura Coombs (Hackney Homeownership Team) \nDiscussion: \n\nRole of the Homeownership Team\n\nJosephine and Laura introduced themselves\, explained their roles\, and invited resident questions.\nStated that residents can dispute service charges\, but this requires very specific detail and supporting evidence\, which many residents find burdensome.\n\n\nNature of Service Charges\n\nClarified that Hackney’s service charge is not for “service provided” as residents might expect\, but rather a contribution towards the costs of works\, utilities\, and services (e.g. building insurance\, cleaning\, maintenance\, management fees).\nResidents challenged the fairness of rising charges given falling service standards.\n\n\nAccountability & Oversight\n\nResidents expressed frustration at the lack of transparency or accountability over how charges are calculated and monitored.\nManagement fees were highlighted – residents asked how these are calculated. The team confirmed details are on Hackney’s website: https://hackney.gov.uk/service-charges.\nHomeownership officers admitted they interact with many different council teams but do not always have the power to intervene directly. They agreed to feedback frustrations and issues.\n\n\nStructural Changes\n\nA new Head of Service role has been created to focus on resolving systemic problems.\nThe team acknowledged that current systems are inadequate and that past failings were unacceptable.\nNew IT systems are being developed to provide more accurate costings\, pricing\, and transparency (particularly around reserve funds and future works).\n\n\nSpecific Issues Raised by Residents\n\nLifts: Residents were told that obvious lift-related costs may not automatically be passed on to service charges\, depending on circumstances.\nCCTV: Residents questioned why they were still paying charges for CCTV when it had not been functioning.\nReserve Fund:\n\nResidents asked how much was being held in the reserve fund for their specific flats/blocks.\nOfficers assured residents that the money exists but admitted they could not currently provide figures for individual buildings.\nNew IT systems are expected to resolve this\, but no timeline was given.\nConcern: historically the council did not operate reserve funds for Right-to-Buy leaseholders. Current reserve fund arrangements are presented as a “USP” (unique selling point)\, but residents remain unconvinced.\nReserve fund intended for major works (e.g. door replacement\, roofs\, lifts) but has not yet been utilised.\nResidents expressed strong concern about the lack of financial systems\, data gaps\, and future planning (e.g. for major works expected around 2030).\n\n\nConsultation & Engagement:\n\nResidents frustrated that they have not been consulted on system changes or restructuring.\nQuestioned how improvements can be designed without resident input.\nNoted that the Homeownership team does not always hear about issues raised at TRA meetings.\n\n\nComplaints Procedure\n\nTeam reminded residents to use Hackney’s three-stage complaints system.\nResidents responded that the complaints process often feels like a closed loop with no accountability or joined-up thinking\, leaving them powerless.\n\n\n\n\n\nAction Points: \n\nHomeownership team to feed residents’ frustrations and concerns back to senior management.\nJosephine & Laura to confirm when the new IT systems will provide transparent reserve fund data by block/estate.\nHackney Council to clarify:\n\nhow management fees are calculated and justified\,\nhow reserve fund contributions are held\, tracked\, and reported to leaseholders\,\nhow residents will be consulted in restructuring/improvement processes.\n\n\nTRA to draft formal request for reserve fund statements by building/flat\, with a clear timeline for delivery.\nTRA to escalate systemic concerns about lack of accountability to the Head of Service and consider raising with the Housing Ombudsman.\nCouncillor Clare Potter to receive a summary of resident concerns for follow-up.\n\n  \n6. Anti-Social Behaviour (ASB)\nLead: Bianca Rembrandt (ASB Officer – Apologies sent) \nDiscussion: \n\nNoise Complaints\n\nOngoing concerns about noise disturbance from residents and events.\nSpecific mention of street parties continuing beyond permitted times\, creating disruption and distress.\n\n\nCriminal Activity\n\nResidents reminded that criminal activity must be reported directly to the police.\nNext Police Safer Neighbourhoods meeting:\nSt John’s Church\n15 October\n7pm\nResidents strongly encouraged to attend and raise issues directly with police.\n\n\nRespect & Conduct\n\nChair reported receiving unfair treatment and personal attacks\, including during discussions around ASB and noise.\nMeeting reiterated that TRA operates on a voluntary basis\, and respectful behaviour is essential.\nResidents were reminded that living in a community requires mutual respect and consideration for neighbours.\n\n\n\nAction Points: \n\nResidents to raise specific ASB and criminal activity concerns directly with the police at the 15 October meeting.\nBianca Rembrandt to follow up with TRA on unresolved ASB cases at next meeting.\nTRA to restate rules of engagement at the start of future meetings to prevent personal attacks on volunteers.\nExplore possibility of joint estate walkabouts with ASB officer and Housing Officer to monitor persistent problem areas.\n\n  \n7. Any Other Business\n\nBikes in the Lock-Up\n\nIssue raised regarding abandoned or unclaimed bicycles in the estate lock-up areas.\nJune (Housing Officer) will develop a plan to address this\, including:\n\nIdentifying and tagging bikes to determine ownership.\nSetting a timeline for residents to claim their bikes.\nArranging removal of abandoned bicycles.\n\n\nResidents were asked to allow June time to gain a full overview of the estate and its challenges\, as she is newly in post.\nJune emphasised her commitment to effecting positive change on the estate but noted this will require both time and resident support.\n\n\n\nAction Points: \n\nJune to prepare and circulate a clear plan for dealing with bikes in the lock-ups (including process\, timeline\, and communication to residents).\nTRA to support June by encouraging residents to engage with the identification/claiming process.\nReview progress at the next TRA meeting.\n\n  \n  \n  \n  \nPrevious Information prior to meeting:\nETRA meetings are where residents can speak to Hackney officers about estate issues \nWhat should we bring to the Council’s attention?\nAs your Tenants and Residents Association (TRA)\, we are responsible for setting the agenda and inviting the relevant council departments. \nSo far\, we’re planning to raise the following key issues \n* Pest control (mice\, rats\, mosquitoes)\n* Lifts (maintenance and reliability)\n* Cleaning (internal and external areas)\n* Gardening (green space maintenance)\n* Parking (use and enforcement across the estate) \nPlease let us know urgently if you have additional agenda items to add (email KingsCrescentN4@gmail.com) \nThe deadline for adding issues to the agenda is Monday 18 August to allow us time to invite the relevant Hackney representatives. \nPlease ensure any housing/estate issues you are raising have been reported to Hackney directly. \nYou can find details of relevant Hackney departments on the ESTATE page of this website \n  \nUpdate (28.08.2025):\nWe are still working on the agenda as we have not had confirmation from Hackney teams regarding who will be attending. \nIn attendace so far will be June Welcome the Estate Manager\, and someone from Leasehold/Service Charges team. \nPlus we will discuss ASB/community safety. \n  \nIssues raised with other specific departments but no reply yet: \nRepairs team:\n\n\nSome specific concerns are: \n\nLifts – Maintenance and reliability. Ongoing issues with repeated breakdowns\, why is this happening? Is anyone looking into cause of these? Response times to breakdowns have improved but they do keep happening. Would it be possible for you to get a report of all of the breakdowns reported on Kings Crescent over the past 5 years? Who (if anyone) checks on the quality of repairs done if there are repeated issues?\nLift alarm buttons – residents reported previously that life emergency alarms were not working\, have these been assessed and are they all working now? (Many lifs in the newer blocks have no mobile reception so there is no way to let someone know they are trapped in a lift without the alarm button!). (Just to add there have been breakdowns since I sent the email and the lift alarm buttons did not work)\nLighting in Theobalds Court corridors have been broken for 3 years now. People come to ‘fix it’ but it remains broken. What can be done about this and why do issues go unresolved like this for so long? (Lights work but come on during the day and not at night).\nFlooded area at base of Theobalds Court – the old boiler room is flooded. This has been drained a few times but just floods again\, can a long term solution be achieved to stop this happening? This may be impacting the lighting issue and issue residents are having with mosquitos.\n\nCleaning\n\n\nSome of the specific issues are:\n\n\nUrine in blocks not being cleaned for several weeks (Theobald Court) despite residents and June our Estate Manager reporting this\nGeneral standards of cleaning in many of the older blocks and some of the newer blocks\nHow often do deep cleans take place? According to the website it states:  “We deep clean blocks on a priority basis\, based on the overall condition of the building itself\, with ceilings\, floors and walls receiving a thorough deep clean. We deliver block cleaning to meet the British Institute of Cleaning Science cleaning standards.” I have only seen this happen once in 13 years in Bramfield\, so I’m wondering what the criteria actually is.\nWho is responsible for cleaning outside blocks? For example lights covered in spider webs and dust\, pigeon poo in communal areas etc that have been like that for years.\nThe cost of cleaning increases on service charges year on year but the standard still seems low\, how is this justified and who checks that cleaning has been done?\n\nPest Issues:\n\n\nSpecifically the pest issues are mice/rats in the buildings and getting into flats via communal areas such as pipes\, mosquitoes potentially breeding under balcony flooring\, and pigeons nesting on balconies. \n\nKings Crescent buildings have a mixed tenure with some council tenants\, come leaseholders and some shared ownership properties\, but the issues are affecting residents across all tenures. So we would like to discuss the concerns with an expert from your team to know how this should be approached.\n\n\n\nOther issues that have been raised: \n\nPainting programme – As Hackney says\, “we will base our planned painting programme for properties on an eight-year cycle\, subject to review and survey.” Can we get an update on when the next repainting cycle is planned?\nMonthly inspections – How can we be kept informed about what’s being identified and reviewed for fixing during the monthly inspections? There are many issues around the estate (broken gates\, exposed screws\, dirt\, poor cleaning)\, and we need clear communication so residents know what’s being detected and addressed.\nBike storage – There are lots of unused bikes taking up space for years\, occupying spots that heavier or frequently used bikes could use. What’s the plan to ask residents to donate/sell unused bikes\, or at least move them to areas where they won’t block those who cycle daily?\n\nSee HERE for all of the previous meeting minutes

Minutes were not taken for this section but a summary was given by Cllr Potter at the start of the meeting. The summary prompted further questions and conversations that are documented below. \n  \n\n\n\n \n  \nAgenda Item  \n  \n \n  \nDiscussion\n  \nActions\n\n\n1\nHousing issues \n \nCllr Clare Potter gave a summary of the housing conversation prior to the meeting\n \n\n\n \n  \n  \n  \n1a. Lifts\nOngoing resident concerns about the number of lift outages and incidents in various blocks (mainly in newer blocks) and potential impact on increasing service charges. \n  \nCan send individual concerns to Cllr Potter in addition to reporting to repairs team. Clare.Potter@hackney.gov.uk \n  \nSome discussion around the overheating issue that was identified. Cllr Potter believes this was addressed by Hackney but residents stated the lifts improved for a while but now breaking again \n  \nResidents questioning value for money regarding lifts and service charges overall \n  \nStruggling to find commitment from individuals /departments within Hackney to deal with this ongoing issue \n  \nResponse from Higgins: ‘it’s Hackney’s problem’ \n  \n  \nJWM – are we beyond the defect period yet? Council has been maintaining lifts for 5 years\, is default period 10 years? \nSept 2017 moved in\, official handover 2018\, lifts built before that though. \n  \nQuestions from Residents: \n  \n–            Are the lift breakdowns definitely being added onto service charges \n–            Why is emergency button not working? \n–            Who takes responsibility to check repairs have actually been repaired properly? (Sometimes things not fixed when repairs say they are or they break again soon after the fix). \n  \nResidents in newer blocks are updating a spreadsheet of the lift issues. Permission to share with Cllr Potter? Is it up to date? \n  \nEmergency button is an ongoing issue\, have been chasing but no response yet \n  \nCllr Potter is looking for significant issues across all lifts. SUMMARY:Hackney Update Meeting (postponed ETRA)
DESCRIPTION:This meeting is an opportunity for residents to meet with Hackney to discuss estate matters. \nThis is a replacement for the postponed October ETRA meeting (agenda and background information shown further down page). \nNotes from the meeting:\nKings Crescent ETRA Meeting 1.12.2022\n  \nHackney officers and Kings Crescent Residents \nChaired by Alice Hutchinson \n  \nMinutes \n  \n\nUpdate on progress – Steve Waddington (SW).\n\n  \nDrains – work on 4 buildings to resolve with 1 remaining. SW been emailed that still a problem at Bramfield\, as well as Datchworth. SW will investigate \n  \nContact Centre – The ICT system still does not have full information\, so when they get a call agents have to look in other documents. But they do have the information if they look. Agents been advised of the importance of getting the right information. \n  \nFire Safety  – letters have gone out to all relevant buildings about consultants findings and EWS1 \n  \nComplaints Process \nTimely responses have been a problem\, SW looking at that as not hitting timeframe. Just under 20 days at the moment. \n  \n\nService Charges Judith Morrison\n\n  \nTeam took more time send out Statement of Actual Service Charges as wanted to make rigorous additional checks. On the whole charges lower. One block has increased because of additional repairs. JM happy to assist if there are any questions – there are more generous payment options in light of the Cost of Living challenges. . \nQuestion raised about increases at Wallington Court. Resident advised to email JM. There have been increases in energy costs. Hackney will look at any other issues if they arise. \n  \nQuestions raised about solar panels – are there any and how are they used. There are solar panels and Hackney will respond. The response can be included in the meeting notes. JM to respond \n  \n\nFire Safety – Claire Williams\n\nAll flats have been rated B1 using the new fire safety assessment (replacement for EWS1). Hackney took a different approach with the assessment using 9980 not the RICS EWS1. The 9980 is a more extensive & holisitic assessment – the decision is based not just on the external walls & materials used but other factors to take a holisitic view of fire safety. The people who have requested certificates or already paid to receive a previous EWS1 assessment certificate (B2) would receive them by 5.12.22. They will be hand delivered. One resident asked for a postal delivery. Agreed to. \n  \nOne lender didn’t like the electronic date stamp so the letter of resilience certificate is being retyped with physical date. \n  \nIf someone needs one they can apply to the Property Sales Team. Information on the website https://hackney.gov.uk/request-ews-form There is a charge for an EWS1\, but not if the result is B2. \n  \nQuestion asked if there is a renewal plan for EWS1. SW said no plans to do that – hope to move away from EWS1. They did just do the assessment and they are very expensive. Lenders still want EWS1 at the moment so will have to make a decision in the future. SW not aware of any need to EWS1 every 5 years\, as there will be no change to the structure\, therefore no need to risk assess. We don’t know if lenders will continue to only accept EWS1. Work going on nationally about EWs1 or 9980. SW could not give assurance that Hackney would do further assessments. It’s not a requirement on the Council but Hackney did do one at this point. Hackney will do all they can but not automatically do EWS1. AH thanked Hackney for all the work they have done to get the assessments done. \n  \n\nLifts – SW\n\nThe problem with the lifts has been caused by high temperatures and combination of issues. The lift engineer has proposed works to lift due to takes place in December/January with confirmed dates for the corrective action for all blocks. (Kimpton is 5.01.23) The costs will not be passed to leaseholders. \n  \nQuestion about time it has taken since problem first identified in 2018. SW acknowledged that the response was not good enough\, but there are no records due to staff changes and cyber attack. SW hopes the lift problem will be fixed by the proposed works. \n  \n\nHot water and reporting problems SW\n\nIssue raised the call centre agents don’t realise it’s a centralised system as they need to cross reference to find information. This has meant residents have been given incorrect information (eg. Told to contact Thames Water or that it is the resident’s responsibility to find a solution) and on other occasions\, been told that it will take several days for a resolution to the issue. \nAdvise to residents is to tell the agent it’s a communal hot water system. Get put through as an emergency\, not routine. There is a 24hr call out time for emergencies. At any time. Call centre response for emergencies is 4 minutes. Times have been reduced recently. \nWhen reporting the issues\,  residents should also use the postcode\, which is better for operatives to identify the right block compared to the individual address. \n  \nA resident (SH)  commented that if the hot water is off a few times a year it needs looking at – as not expected in a new building. SW to look into it. There will be a record of breakdowns\, and SW will share what they find. \n  \nHackney has aspiration to have communications system that would text everyone in a block if there is a problem. Hackney is reviewing at the moment whether to build their own platform or buy integrated system. That will determine timelines. The lack of a system like this is holding Hackney back. \n  \n\nComplaints: Jahedur Rahamn\n\nJ showed a presentation about Housing Transformation Complaints \nThe Housing Ombudsman Service has a new Complaint Handling Code from September 2020. \nHackney recognises the importance of consistency and looks at how to improve. \nHousing management looks at complaints and identifies targeted action. \nComplaints are best raised through the website – not email. Email system didn’t work as they didn’t always get picked up. \nDifference between service requests and service failure – If a service failure then Stage 1 of process. \nThe process is that \n\ntry to resolve – 5 days\nResponse – 10 days\nSecond Stage 15 days – to Ombudsmen Service\n\n  \nSW reported that Hackney in the process of implementing online repairs service reporting system. \nMeanwhile Anthony anthony.ramsay@hackney.gov.uk can be contacted if having difficulties reporting repairs/raising issues and he can pass on issues\, or at weekly surgery on the estate on Wednesdays. \n  \n\nAOB\n\nBroken lights on South side. There has been no response on Theobalds Court. North side issues seen on 1.12 but different issues on south side. Cllr Potter has photo and will send to SW. Further questions from residents below \n●       Update on what has been done from last ETRA \n○       Risk assessment / inspections \n○       GS confirmed that through a procurement process\, a contractor has been selected to carry out the assessment (Orsa fire consultancy\, part Orsa project limited. An experienced company with customers such as Aviva and Tesco). \n■       They are already working on reviewing some information such as design elements\, construction materials and so forth. \n■       Next steps are to begin an intrusive survey\, in early August. It will take 2-3 weeks to be completed. Residents will receive letters with the steps very soon. \n■       any findings from the assessment will be presented to residents as soon as these are made available. GS would not want to commit to an ETA as he doesn’t know much of the process himself\, in response to DB’s question whether we should expect results in early September. SW said that it is expected to have the PAS 9980 assessment by mid-September. \n■       Since April\, residents have received letters from Steve Waddington stating LBH commitment to cover any work that comes out of these findings. GS thinks this is a huge step forward in reassuring residents. \n  \n○       When will PAS 9980 survey be done?  \n■       will be included in the survey mentioned above \n○       Balcony decks – are these fire-proof?  \n■       AH – her exit of the flat is over a wooden deck that has been deemed as flammable in the original fire safety assessment. She wants to have it repainted\, but she was told that deck was treated with a special material upon construction to avoid being flammable. \n■       She asked LBH whether she is restricted to paint her deck\, but she has not had any answers so far. It is very work out\, and some of her neighbours have already treated/painted it. Her concern is whether the deck would lose any of its anti-flammable properties in case she paints over it. If there is a fire in the building\, that is her only exit. \n■       GS said that LBH head of safety\, Michal Jankowski. AH to send GS an email\, and he will pass it to Michal. \n■       SW. It is true the decks were treated upon construction which made them have little combustibility and made them meet the building fire regulations at the time. At this point in time\, these decks do not meet such regulations and will be considered in the PAS 9980 fire assessment. He advised not to treat/paint them at the moment. \n■       AH asked whether those decks that have been painted/treated by residents (after construction) posed any threat. SW does not think it poses any further threat. \n  \nResident from Therfield (who was in the Hackney Showroom) had additional questions; some residents have been having BBQs in the balconies\, with the subsequent danger it entails. He suggested LBH send notification letters as soon as possible.  \n●       GS said to consider it done. It is a general rule to not have any BBQs on balconies. AR to deal with it. People should have individual responsibility here\, not only LBH. \n●       In case residents see anyone doing BBQs\, the best way to report is to let LFB know so they can have a conversation with the residents. \n \nDavid\nLBH – clarification needed re deck painting options \nLBH: Letters to be sent our re BBQs on balconies\n\n\n3\nNext phase of the KCE regeneration\n\n\n\n\n \nViews of Mayor on the next phase \n●       Any timeline about work starting (rumours it has been postponed)? \n○       LBH chose a contractor. But they are unable to hold the bidding price considering the current market conditions as opposed to back in December. LBH then went to the other bidders\, and saw that across all the tenders there had been a higher cost due to inflation\, Ukraine war\, etc. LBH is now working with original choice of contractor\, who is also working on other different projects (other development site)\, and are trying to improve the costs. It has proved very difficult to carry out this work\, but the long-term project\, the commitment\, the vision has not changed. At the time they cannot commit to a timeline for when the construction works will begin. At the moment\, LBH keep working with that bidder to carry out work across the borough. \n●       How confident do LBH feel about delivering a good service considering the failures managing old blocks +3 new blocks? \n○       LBH always want to manage blocks in a good way. They must keep working with GS and SW to ensure the estate management is adequate. \n○       SW; LB H is committed to improve the service delivered over the last few years\, that has not been good enough or as it should be. But there are a lot of things happening behind the scenes that will improve that service; how the service has been delivered\, how resources have been deployed\, access to repairs\, how repairs are reported and delivered.\nDavid\n\n\n\n4\nEstate management – repairs \n\n\n\n\n \n  \n●       DB acknowledgement and thanked for the step in the right direction when AS and AR met residents in person in the estate at the end of April (after last ETRA). The relationship has improved with LBH officials. Also GS steps right in when he is cc’d in emails\, which speaks of his commitment to assist us with the current problems we are facing. However\, there are still issues (cultural\, systemic) within LBH that do not allow for a smooth service delivery; residents do not feel listened to\, do not feel their requests are being taken seriously\, and in order to achieve something\, it must be done by pushing\, chasing and challenging. Not all issues from the southern blocks have been addressed\, and these were pointed out when AS and AR came to the estate. \ncomplaints from South blocks \n●       Some complaints are still not being addressed.  \n●       Theobald’s court chute is not working. It took 6 weeks to be cleared by LBH\, which is not acceptable. On the second floor\, the chute drawer falls out and can damage residents and children. \n●       there are issues with flies; can’t leave windows or doors open. it smells. These three issues were raised in an email by Remi (June the 9th)\, and we only received an email (June 16th) only stating that the chute had been unblocked but ignoring the other issues. \n●       New issues are the lights of the balconies that stay on all day and sometimes from very early in the morning\,  but they go off when it gets dark in the evenings. This has happened since the pandemic. They have been told that someone would come and repair it. Someone comes\, but it stops working again within a few days. It is an ongoing issue that must be looked into deeper. DB suggested to follow up with AR in the email mentioned above. Other residents have followed up by phone but no luck. \n●       Jill admitted that the issues with the chute are up and down\, and are linked to residents not using it properly (entering items that do not fit and block the chute). \n●       issues with the chute in Theobald and Bramfield. \n○       GS will wait to receive the email\, and will investigate why these issues have not been addressed (chute\, the drawer\, smells\, lights). \n○       SW offered to be cc’d in the email as strategic manager for recycling services and admitted that 6 weeks to be un-blocked is not good enough. He asked GS and AR to get the drawer repaired first thing on Friday morning. \nSeveral reports of drains backing up – tried to contact Anthony but no success.  \n●       could there be a regular drain clearing each 6-12 months to prevent the issue building up? \n●       Some residents\, particularly senior ones\, would like AR to be  introduced to them\, as they used to have a personal relationship with Anette Reid. \n○       drain issue in Bramfield court\, flats above the archway. It had been cleared in March but it has been backed up again recently. and the same happened in Datchworth in the past (every two years). She asked whether the clearouts should happen more regularly\, but she doesn’t know what the policy is. Some residents have tried to contact AR by phone as they do not have internet \n■       AR acknowledged that the Bramfield drain had been reported in early May and on June 20th\, and both were completed. If a senior resident cannot log in the repair (online) they can contact the repairs phone line. AR suggested that they can also raise these issues through Emely and suggested to use the form AR provided by email which he believes would improve the communication between residents and AR. AR has already been in some flats\, and he will be updating the service board with his contacts and further meetings. \n■       Emley asked whether there will be more surgeries in the future to meet in person with residents. \n●       AS responded they are rolling out surgeries throughout the borough\, and this will start in the autumn. \n●       GS added that there is a request for AS and AR to visit the estate on a weekly basis\, to increase presence in the estate. AR contact details will be posted on the board\, and will be appearing on the BBQ letter to be sent out. On surgeries\, more will occur on a weekly basis\, but it will be ruled out in the autumn. \n  \n●       Any update from new computer systems including reporting a repairs service online?  \n○       Any alternative for residents without internet/email? \n○       AR; it will be in the poster\,. it will come with a QR code for those residents who know how to use it. it will have a link to a form that will populate a spreadsheet where the repair will be recorded/logged. \n○       DB interrupted and asked whether AR was referring to the google docs previously provided\, and questioned whether these work as there is no email acknowledging the submission\, or any follow up\, or interaction etc. It does not improve anything. AR said that that link was the TRA version\, but that the new one will contain more features like application forms\, or tenancy terms and conditions\, freehold terms and conditions\, how to report ASB\, etc \n○       Jill asked that rubbish bags outside the community centre have not been cleaned since two weeks ago. One day\, a cleaner walked by\, saw the bags but did not act upon them.  Whose responsibility is it? The community centre to communicate and request bags to be picked up\, or up to the cleaners? \n○       the community centre is part of the estate and so should have been picked up by the cleaners. AS to have a conversation with colleagues in the community centres team. rubbish should not be ignored by a cleaner; must clean it or report it to another team \n●       Anthony – updates \n○       Gates to communal areas – making them impossible to climb. \n○       bollards on the play street \n○       both issues above to be taken offline due to time-constraint. \n  \nDB stated that there are movements in the right direction\, specially by individuals (GS specially\, AS\, AR)\, but things are very far from perfect. ie issue in Wallington court this week\nDavid\n  \n  \nAnthony to follow up with South block issues \n  \nJWM to email GS etc outlining issues\n\n\n5\nEstate Management – Escalating issues / heating costs\n\n\n\n\n \n●       In particular\, one resident who has escalated an issue regarding heating charges\, and it has taken one year with more than 30 chasers \n●       Energy prices charged – (ref: 1986845) \n●       Issues regarding heating maintenance costs\, the choice of communal boiler is not beneficial to residents in terms of cost\, services being paid for no value in return \nWael wanted to tackle the issue more broadly; when residents try to rise a complaint/issue to LBH there are four type of answers residents receive: \n1.- “it has been passed to Sr management”\, which means that it has been lost in bureaucracy. ie\, the solar panel [film covering on window next to lift control panel to reflect heat] on the lift in Kimpton suggestion to prevent overheating. It was first discussed in July 2019. residents were told it had been passed to sr management\, it is july 2022 and it has not been fixed\, and today that it is a hot day\, the lift is out or work again. \n2.- “if you are not happy\, raise a complaint”. one raised in April 2021\, and it raised stage 2 in May 2022. and it happened after battling\, chasing\, and challenging. The issue had been raised through ETRA meetings many times\, in front of Will Owen\, in front of the Mayor\, In front of GS. We always receive reassuring words but nothing ever happens. The way these complaints work is that on state 1\, residents receive an answer from the same team we raise the complaint against\, without any form of challenge which is a waste of time. And in order to get an answer one has to chase and chase\, despite LBH policy is to give an answer within 15 days. \n3.- “it is written in the leasehold agreement” especially when residents challenge anything to do regarding service charge. It is normally used when LBH is short of excuses\, they hide behind it. ie when Wael challenged the heating costs and maintenance. Instead of having a constructive conversation\, the answer is that. It is true\, but Wael challenged the schedule on the leasing agreement in November 2021\, to GS in last ETRA\, and no answer…which leads to the last point \n4.- “no answer” and wait for the resident to give up. \nWael has had issues with the new build team\, and with the service charge team. Wael addressed the Mayor stating that in the last meeting with PG (February 2022) he reassured us about how the service should be provided\, etc. Wael would like PG to justify LBH behaviour\, the silence after Wael raised the schedule to the service charge team and GS\, the absence of justification on the added value of the communal boiler which have been on for a year\, the fact that some residents are so upset with LBH that have stopped paying service charges. \nGS responded. He thinks LBH are meeting their obligations\, however these could be met on a more timely basis\, and improving the answers given. He stated that LBH is moving in the right direction\, and acknowledged how unsatisfied Wael has been in the past. LBH is trying to take strides in being more responsive and to deal better with stage 1 and 2 complaints. He apologised and said that Wael is right to be angry and upset\, but their commitment to maintain their homes is unequivocal. The issue is about the time and they are working to be improved. \nWael. The solar panel [film] takes 3 years. He gets that there is not a schedule for their obligation set for these types of repairs\, but all this time taken for a repetitive issue is not acceptable.  GS admitted it is not reasonable and understands how frustrating it is for residents. \nEmley (lives in older southern blocks) added that her lift has been out of work once in 10 years\, while lifts in new blocks are out of work all the time. There is something bigger going on with new blocks. and LBH fails to connect the dots\, and to tackle this long-term issue. Residents should not have to keep raising these issues. LBH should spot them and tackle them directly\, rather than stating that complaint teams should be given a more timely answer. \nDB highlighted a short term issue with LBH when it comes to issues; lift in Kimpton\, main door in Wallington\, boiler when it gets cold (it broke twice last winter) drains in Bramfield\, etc. it should not be just a short term repair for the next few months. At the end of the day\, the contractors are changing LBH every time they come\, that charge is passed to residents. But contractors are not incentivised to do a good job. LBH must step in and get a long-term solution rather than temporary patches. That is the expectation from a modern management company (private or public) from the residents. \nPG understands the frustration. He highlighted the relationship between residents and a manager/contractor/agent (private or public) and a landlord all completely correct. Is it a construction fault or something that has to be repaired? In the case of the lifts\, he was briefed that it is a construction error therefore\, a contractor cannot solve those issues permanently\, they can only temporarily get them up working but it will reoccur unless LBH deals directly with Higgins for a structural solution. This is a more strategic issue\, not down to better reporting or to the call centre. In regard to the service charge\, PG understands there is a meeting coming (next week). The meeting that was initially due to take place never happened as very short notice was given to residents. \nDB said that if it is a construction issue\, it is beside the point. If Higgins handed the building to LBH with failures\, it is LBH responsibility to tackle those\, not residents. When residents raise those issues\, it should not be our problem whether these are strategic or not. It should be up to LBH staff to figure this out. Residents do not feel we get value for money\, we are doing the job of raising these issues regardless of the nature of those. \nWael understand some structural/strategic issues might take for longer\, but another issue is the quality and the honesty of the repair; lift\, new build states that it has been repaired when residents keep sending proof it has not. The same with the Kimpton main door. There are also issues with the repairs jobs that are not being supervised by LBH who only take the contractor’s word for it. In terms of the lift\, Wael has challenged for two years that the alarm is not working (nobody at the other end) where we must call LFB\, is a breach of the schedule and affects the resident’s security. \nNote in chat: Mayor Philip Glanville: Totally agree with that assessment Wael on resident vs contractor voice and this must be fixed. \nWael on the point of the energy cost\, which is split in 3; 1 is a standing charge\, 2 is unit price and LBH price charging residents is in the average any other provider would charge. No issue there. The issue is the maintenance of the communal boiler which is a cost to residents without any visible benefits to us. He has been challenging the benefit for the resident and could not get to the bottom of it. And when the boiler breaks\, the maintenance team needs at least 20 complaints to look into it. What is the benefit of the communal boiler? PG said that policies around energy are normally dictated by the London plan and planning policy. Communal boiler was decided when the blocks were initially constructed as the most efficient way for residents\, the environment and the borough. Communal boilers are almost the default in planning policy. The scheme had to be bound to those policies. Wael asked about the benefit for residents. PG said it is more efficient\, it is easier to repair (he also said that the extent to which it can be repaired and the requisites for it\, that is where LBH can improve the service). Wael said that we pay for our individual boilers as well as for the communal one. PG said there is not another legal way to build it without a communal system. Wael accepted it is a legal matter\, but was surprised that after over a year raising complaints nobody has ever mentioned that to him. \nWael to follow up with service charge teams about whether this is the most efficient way. Now that the answer about why a communal boiler has been given. Wael highlighted that in order to get LBH answers we must fight for everything. \nNote in chat: Mayor Philip Glanville: I will provide the rationale in writing coming out of this meeting \nCM added that the delivery of the services should not take for that long\, and that this is a conversation to be taken internally to solve this. Issues must be tackled when they arise. A commitment and apology and an acknowledgement of it having to be improved were given. \nKM said that one of the challenges the residents face is that everything is received as a single issue. But if you think about all the teams involved in the answers\, etc how do we get to the strategic answers when everything is presented as a single issue. It is only when the Mayor is here with his understanding of the bigger picture can provide long term answers. The challenge is about how different individuals and different departments can work together and to provide a single answer to a single issue that requires inputs from different teams and a more cohesive but complex answer (i.e. the communal boiler). Someone in LBH has to do the thinking and not just bat it back to residents. \nSW thinks that LBH as a service must put it together and respond to it as if it was a single issue (how it is raised by residents). \nPG hopes that GS\, SW\, and can provide a sense of broader commitment from LBH in PG’s absence (he cannot be in every meeting). These individuals can provide high-level views on broader and strategic issues. LBH should be able to provide that strategic view in meetings or surgeries like this ETRA. \nDB stated that there is no question on LBH officials present in the meeting about their desire and willingness to resolve issues\, but there are cultural or traditional elements within the departments with which residents have to deal closely\, that do not allow an efficient resolution. It is frustrating for residents who pay their monthly fee\, and who are only asking for a functioning boiler\, lift or main door to experience LBH failing in resolving those in an efficient manner. And most of the time it is after chasing\, pushing and challenging. \nReminder that there is a Service Charges meeting next week\, on July the 20th at 6pm. AH has been organising the meeting\, and Phil McKee will chair it.\nWael\n  \n  \nMayor to provide rationale in writing \n \n\n\n6\nTRA\n\n\n\n\n \n●       TRA treasurer has chased Oliur seven times over the past four months for the grant money to cover our insurance.  \n●       AH confirmed it has been resolved\, but it took 6 months for the money to be sent to the TRA. We could only absorb that delay because the TRA had the cash to do so\, but TRA had to chase for 6 months. It will hopefully not happen again. \n \nDavid\n\n\n\n7\nSource Partnership\n\n\n\n\n \nUpdate from John  \n●       nothing to add except that they are administering the steering group next Thursday July 21st). They are looking into resolving some issues that have already been discussed in this ETRA (phases 3 and 4 of new developments). \nBianca Canberg\, who is a student doing research on the estate\, wanted to be introduced by JM\, but she had already left the meeting.\nJohn Morris\n\n\n\n8\nAny other business  \n●       Resident raised the issue of people smoking cannabis in the estate. Issue should be flagged alongside the prohibition of doing BBQs on balconies. The recycling bins by the car park do not shut properly since construction. There is always rubbish outside where the rubbish chute is. It does not look clean around the area. These issues had been raised 18 months-2 years ago. He was promised that signs would be put out. Also the house next door has a huge bag of sand which has been sitting there for 2 years. Also people get there to do drugs and has requested to have gates to prevent people from entering the premises. \n●       he also requested to have better communication with AR (since the estate management has changed). He was disappointed that nobody had notified him about the change in management. \n●       AR provided contacts of the neighbour contact centre neighbourhood@hackney.gov.uk  02083563330 and can contact AR directly anthony.ramsay@hackney.gov.uk \n●       AS firstly apologised and communicated that LBH had been in constant contact with the TRA\, they have been visiting the estate once a week\, but she acknowledged that there have been no posters advertising the change\, which should be in the estate within a couple of weeks. \n●       Wael wanted to mention that the Service charge meeting that is taking place next week was promised by Dona Bryce and Judith Morrison over a year ago. He flagged to PG and GS that LBH should have serious considerations about their senior management. Wael expressed his lack of trust in LBH. \n●       PG asked if that meeting that he guaranteed after February never took place?  The notification about the meeting that was supposed to take place a few weeks ago was sent with short notice to residents and the meeting never took place. GS and PG only learnt about it now.  DB also flagged the need to let residents know with enough notice about these meetings because residents are already very disengaged with LBH; people are busy\, and people pay their fee so they do not feel obliged to have to get involved to improve that service\, and DB understand other residents’ standpoint. \n  \n●       Before the meeting ended\, it was announced that GS is retiring which was a huge surprise and huge disappointment to some of the residents that have been working closely with GS lately. He will leave in 2 months\, and a replacement will be put in place. \n●       the next ETRA date (October) was discussed. It is important to have senior staff\, and SW will be attending. SW offered himself to be cc’d and mediate if any issues arise in the future that are not being resolved. \n●       DB closed the meeting saying that there is a feeling amongst residents that the relationship has improved but it is not enough. David thanked for all of her work on behalf of the TRA. \n  \nUpdate on Energy meters \nNew routers are being installed that will allow Hackney to read all meters by end of April\, early May. (Insite have not had access to meter data for the past 18 months due to faulty lines). From that data they will let leaseholders know if they are owed or owe money. \nAny meters found to be faulty will be replaced by the council. \nNew supplier from June 1. Want to have all assessed and agreed by then. \nContact Angela or Guy with concerns angela.okoh@hackney.gov.uk or heatmeters@hackney.gov.uk \nIssue about overall heating charge raised (fairness of rates being charged and additional costs of maintenance on service charges) – outside remit of Angela and Guy – this is a leaseholder service charge issue. \n  \nNote in chat: “In the first instance once Insite have access to the data they should be able to reconcile your account by the end of May – Any further question about heat meters OR billing – do contact us via the email” If a meter is found to be faulty then it will be replaced but if not faulty then no changes needed to meter in resident’s property. So far 10-15 meters have been found to be faulty. Any refunds due will come directly from Insite to residents and will be agreed before the change of provider. Residents will be getting a welcome pack from new provider Sycous.  \nOnce the new lines are active then the new rate can be charged. Was supposed to be changed last April (2021)\, there was a reduction in rate that will be backdated\, so residents should be in credit. However\, all of the data needs to be analysed before any promises can be made. Were never fit for purpose. Lots of complaints raised about them and concerns flagged at various meetings over the past few years. \nGilbert acknowledged the issue and will work with the rest of the team to find a resolution. \n  \nWill: LBH looking at a longer-term solution for the bell bollards \n \nDavid\n \n\n\n3\nEWS1 – update from LBH – standing questions\n \n \n\n\n \nAgenda points: \n●       Where is the Letter of Guarantee that was promised to leaseholders? \n●       Email correspondence with Hackney on the letter of guarantee – why have we only received one response to the 4/5 emails sent over the last 2/3 months? \n●       Shift in focus of some – but not all – lenders away from EWS1. \n●       The new fire assessment survey – update \nMinutes: \nLetter from Hackney to Leaseholders was promised on the call with the Mayor back in February but there has been no update since then and no letter to guarantee that Hackney will cover the costs of the remedial work to ensure fire safety. Several sales have fallen through and leaseholders still unable to sell or remortgage due to this issue. \nGilbert has seen draft of letter to be sent out in the next few days. Mayor made a commitment in the meeting but it needed to be confirmed by Cabinet. That has now happened during March which is positive news so it has been confirmed that leaseholders will not be charged for the remedial work that Hackney will do. \nHackney will not use EWS1 again (as withdrawn by the government) only PAS 9980 \nHackney is procuring contractors to roll out inspection of properties and expect to appoint in the next two months. They are aware of concerns at KC which may mean the inspection happens sooner rather than later but no promises. \nGilbert suggested Hackney and the lenders may need to communicate directly and also that lenders can get in touch with his team for advice and support: gilbert.stowe@hackney.gov.uk \nAlso\, for any leaseholders with problems arising from B2 to get in touch with him\, or to contact the below email which was provided by Gilbert in a follow-up email to David  firesafety@hackney.gov.uk  \nComment from resident in the chat “I have spoken to a Fire Safety consultancy today\, who suggested that they were able to conduct a Fire Risk Assessment in accordance with PAS 9880\, including a EWS1\, by a chartered fire engineer (MiFIRE) within two weeks. What timeline do hackney have for finding a surveyor? He also said that as leaseholders were able to conduct private assessments. is there any reason you can see that a leaseholder would not be allowed to conduct their own survey?” Gilbert responded that this is a huge project for Hackney so they legally have to go through a procurement process to appoint a contractor. He is not sure if leaseholders can have their own assessment done but will find out.  \nIt was noted that the detail that the lenders are looking for are not necessarily in line with what Hackney is proposing to do\, timelines etc. Gilbert responded that we may need further input from resident safety on this. Perhaps lenders need to be able to contact Hackney directly for reassurance. \n  \nKarsten (KH)\, asked whether LBH was going to assess fire risk in the same way lender do? Gilbert agreed to respond to that in a followup email (6 May 2022)\, in which Gilbert stated: “Up until recently EWS1 surveyors would carry out a survey of the facade  but not take into consideration mitigating measures in place for example a sprinkler system\, alarms or fire barriers. Also\, the EWS1 surveys to date did not look into configuration of the cladding materials and how these can add (or not) to uncontrollable spread of fire. On one hand this was a result of indemnity insurance limitations for surveyors but also the process lacked a suitable risk assessment methodology.  \n  \nTherefore in January 2022 the government published the long awaited PAS 9980 assessment methodology which offers a more holistic approach but please note: this assessment has not replaced EWS1 valuation survey as lenders and RICS ignored government calls to abolish it.  However it does but supplement it.  \n  \nAs of 16 March 2022 the EWS1 form has been updated and includes specific reference to the PAS 9980 fire risk assessment of the external wall.  \nIt now specifically asks surveyors assessing buildings particularly those who issue B ratings to ensure that assessment of the fire risk should be in accordance with the PAS 9980.  \n  \nTherefore\, for buildings such as Kings Crescent which were initially rated B2 it may be possible under the new PAS 9980 to achieve a B1 rating or at least identify a defined scope of works which would enable B1 rating in the view of the competent assessor. Currently the EWS1 survey recommends remediating all of non compliant materials but this opinion is not based on the holistic assessment of risk and mitigating measures already in place. Our aim is to clarify this by implementing PAS 9980 assessment.  \n  \nIt is our opinion that the result of the PAS 9980 will enable either direct route to B1 or if not immediately possible\, such rating could be achieved following localised remedial works for which our leaseholders will not be charged as approved by the Councils Cabinet. We have committed to undertaking any works recommended in the PAS assessment regardless of the rating it gives. “ \n  \n  \nOne of the residents\, Sam\, asked in the chat: What timeline do hackney have for finding a surveyor? Seems like no accountability or responsibility from Hackney for the ongoing reoccurring issues and no respect for the residents. \nGilbert apologised for unacceptable delays in dealing with complaints – he will come to every ETRA meeting \nQuestion raised about Hackney’s legal obligation to deliver services to leaseholders and whether they deliver it. Gilbert acknowledged that Hackney is not meeting its own service standards. \nAnother resident shared her example or poor service and poor accountability with ongoing mould issues (in new block) for over 3 years\, still unresolved. \n \nWael/ \nDavid\n  \n  \n  \n  \nGilbert to follow up with the original issues in Wael’s complaint\n\n\n5\nService Change\n \n \n\n\n \n●       Wide issue with service charge is that residents do not see value for the money we pay \n●       Lack of communication\, organisation\, and accountability with LBH towards tenants and residents \nMinutes: \nResidents want to be treated as customers\, with honesty and respect. Some residents are now refusing to pay their service charge because they don’t feel they are getting a decent standard of service. At this point residents feel they would not recommend friends move into Hackney properties due to the ongoing issues and time-consuming process of dealing with those issues. \n  \nNo one is holding contractors accountable\, jobs not done well\, and costs of repeated visits are being passed onto residents. No information about when things are getting fixed\, if they have been fixed etc. Serious when it is to do with the lift and there are parents\, elderly residents etc living in the blocks. Residents have to spend hours on the phone to report issues\, chase up what is happening as no communication with residents. Just asking for basic safety and accountability. No more apologies and excuses\, just need actions. \n  \nHackney needs to address the big organisational change and culture shift. Residents have reasonable expectations but the frustrations of living here are overshadowing what should be a good experience. Hackney needs to have an expectation of excellence that it is accountable for. \n  \nGilbert and senior management team do recognise that a culture shift is needed\, and that process has begun. Wants the service delivered to be the best and all staff need to adopt that approach. Gilbert acknowledged that residents are just asking for Hackney’s own service standards to be met. Will be focusing on improving this across Hackney in the coming weeks and months. Want customer experience to be the best it can be. Gilbert has committed to attending all ETRA meetings as a senior presence to ensure issues are being resolved. \n  \nResident noted that there is a legal obligation to comply to standards. Not just because residents ask for it but because they are legally obliged to provide the service that they are charging leaseholders for.\nDavid\n  \n  \n  \n  \n  \n  \nGilbert committed to attending future ETRA meetings \n  \nGilbert to answer: What is Hackney’s official position on whether Hackney fulfils the 9th schedule of the leasehold agreement. If yes\, what is the evidence?\n\n\n6\nCourtyard maintenance\n \n \n\n\n \n●       Weeds by the wall \n●       slippery mould \n●       black powder on the bonded rubber mulch matting in the courtyard. \nCourtyards \nIssue of the black paint coming off onto children from the flooring in the courtyard. Complaint over a year ago that has never been acknowledged. \n  \nThe rubber surface in Kimpton etc block has been assessed and two solutions offered. Source has started monthly drop-in sessions to remind residents what the plans look like. Next sessions are 11 May and 8 June in Hackney Showroom. \n  \nSource are still running the Steering Group and supporting the TRA but role has been quiet in recent months. Will be more involved again once contractors are appointed. \n  \n \nJohn Morris\n \n\n\n9\nAny other business  \n  \nAndrea Scott said a new estate officer (to replace Annette) will be starting on Monday and that she would come to ETRA meetings from now on along with the new officer. Andrea also thanked Annette for all of her hard work over the years. Andrea is keen to introduce the new Estate Manager to key residents next week. \n  \nAndrea struck by the comments in the meeting regarding expectations of service. Agrees that residents deserve a good standard of the services they are paying for and will be working to meet this. Need to volunteer 2hrs per week. \nThere is also a referral services for devices e.g. if isolating. \nTraining sessions a couple of hours at service centre \nCan do IT courses and English and Maths courses too. \n  \nEP stated the TRA would be interested to have this available on Kings Crescent\, will follow up \n  \nAdditional update from Annette regarding pharaoh ants in Bramfield & Theobalds courts – residents will get a letter to inform that housing services will be coming w/c 17 Feb to arrange treatment \n  \n●       Fire Safety \n  \nAnnette – when doing fire safety inspections\, around the estate officers have been finding items stored in meter intake cupboards\, flammable\, ignitable\, combustible materials being found. Store things inside property. Don’t store items on balconies and winter gardens. Some residents blocking access to intake cupboards e.g. with bikes. Anything being stored needs to be inside. \nGas pipes affected in Therfield. 7-day notices will be given then bikes will be removed. Weston bike locked against banister in stairwell. Items will be removed. \n  \n●       Motorised vehicles \n  \nWallington Court had a motorbike in cycle storage area. Fire hazard with petrol and tyres. Requested Durkan have some early conversations and TRA to see what community support is available. From March there will be some works starting in the hoarded area as need to have started before March to get the GLA grant for the planned social housing. However\, in general Durkan will start on refurb first as promised. \nThere will be some ‘meet the contractor’ events\, drop in style to chat to the Durkan team to discuss work programme. \nSource have requested a refresh from MUF of the plans for the landscaping area for residents to get an updated view of what the plans are. It would also be a chance for residents to have a say in things that may not work\, not practical etc. \n  \n●       Update on ‘Section 20’ (relevant to Southside leaseholders only) \n  \nLeaseholders have just been sent the second stage notice to inform of the refurbishment costs for the block. There were delays in the post\, but EP confirmed receipt today. \nSource helping leaseholders to coordinate concerns and representations regarding costs and 5-year clawback. \n  \nDB asked for clarification regarding the contract. John confirmed that it is all part of the same package of works – Durkan will be doing the refurbishment of Southside blocks and building the new blocks. Will happen in a phased way with the refurbishments of Southside blocks happening as a priority. For more details\, please attend the events with the contractor to discuss their plans. \n \nJohn Morris (Source Partnership)\n \n\n\n4\nService Charges (relevant to all leaseholders) \n \n \n \n\n\n \nPhil questioned if Will has been able to discuss our situation with Judith and ask her to attend the meeting. Will has not been able to do that and is not in a position to compel them to attend or respond unfortunately. \n  \nManagement fee is expensive – not sure what this is for. \n●       Annual increases are now becoming unmanageable for residents and are higher than most managed buildings in London!  Explanation is needed as to why \n  \nIn 3 years they have increased by 21% (Phil ‘specifically but others similar). Average increase 10% per year. Frustrating when residents feel they are issues. \n  \n●       Irregularities in individual line items of service charge estimations \n  \nBlock electricity £75\, actual £20\, estimate £85\, actual £120\, estimate £20\, actual really high etc etc. Residents don’t understand how this could be\, and don’t trust the system. Many line items just don’t make sense. Judith did explain some last year and promised to come back with further answers but never did and no longer responds to emails from Phil or TRA Chair. \n  \n●       Update/response to the increases in service charges\, mistakes\, lack of service provided for what leaseholders are being charged for etc \n  \nLast year there was a huge over charge due to human error but very little in the way of apology. \n  \nWill offered to email Judith tomorrow to request she attend the next meeting. Phil would prefer a separate meeting focused on Service Charges. Emley agreed that a separate meeting would be better. No leaseholders in affected new blocks can re-mortgage or sell flats at this point. Fire safety of cladding and timber on balcony was judged by inspector as being unsafe. Recent letter – next step is to get an independent opinion in order to reassure residents. \nKH feels disappointment that Hackney has not acknowledged the direct link between EWS1 and fire safety. Unclear what will happen if the independent person says it is safe to reassure people\, but leaseholders still stuck with B2 rating and unable to re-mortgage/sell. \n  \nClaire Williams: EWS1 B2 rating triggers a fire risk assessment. External façade within walls and balconies but fire safety also looks at risk management\, fire escape etc. \n  \nWith Kings Crescent\, construction identified flammable cladding in cavity walls. If kept separate from a fuel/fire source then it is not such a high risk. Need further clarification of assessment to see if remedial works need doing. Is it something that can be done by usual contractor or is it a more complex specialist job. Need detail to know how to risk manage the programme of works and know what is needed. \n  \nKarsten – EWS1 report for Wallington Court confirmed B2 rating due to – Kingspan K15 – was material used in Grenfell. There was a recommendation change in Nov 2017 that this should not be used. Company contested this. But later proven as dangerous in buildings above 18 meters. (Post meeting correction: BBA certificate change on 24-Nov-2020\, and not Nov-2017 as stated in the meeting) \n  \nCW – the K15 layer of cladding is surrounded by non-combustible materials (brick and concrete). The cladding is sealed in cavities. Building control signed off in 2013. Most construction was completed by 2017. It was after that that Grenfell happened and the issues raised about the materials. \n  \nKarsten – But understands that after Grenfell happened in \nJun-2017\, fire safety was revisited before the Wallington \nCourt completion in the following months. Conclusion was \nthat the Grenfell material K15 was still safe to use and \nWallington Court completion proceeded. \n  \nJohannes – Can Claire confirm the exact date that Wallington \nCourt and other phase 1 and 2 buildings passed the fire safety \nchecks? \n  \nCW – does not know the specific dates of the fire safety sign- \noffs. \n  \nKarsten – if remediation is needed will Hackney apply for government funding to cover this? Claire – yes\, would apply. Gove’s government wants to make developers pay for the remediation costs. If it is defined as a latent defect\, it can be pursued that way. Hackney aim not to pass costs of any remediation works onto leaseholders. No timelines available at this point. \n  \nKH – does the council acknowledge the dilemma leaseholders are in?! Firstly\, residents need to be able to live in a safe building plus they need to be able to re-mortgage/sell properties. \nClaire – Hackney does acknowledge the difficult position leaseholders and shared owners are in. Can’t make any comment regarding accepting responsibility for that. \n  \nJohannes – In the report it shows a photo of the metal sheet over the balcony – that is also an issue. States that there is an exposure of K15 insulation. Claire – the insulation is not exposed within the flat where a fire may occur. \n  \nSarah was under the impression that the B2 rating was related to the balcony and not the external wall issue. \nCW confirmed that the vertical run of balconies are the issue and caused the B2 rating\, and not the external walls. Therefore\, potentially\, if the remedial work was done to the balconies then the rating could go up. \n  \nSarah – the assessments and certificates only have been done on a couple of blocks but do they apply to all blocks? No updates and still not on the new tariff. \n  \nWill – acknowledged the letter that went out to residents from Donna Bryce. Hackney are waiting for all the ADSL lines to be transferred from Higgins to Hackney\, turned out to be more complex than expected. Only one outstanding now so should be getting accurate data imminently. New letter will be coming out about new charge and refund. \n  \nIssues with meters overcharging. Discussed with energy team – will put credit on meters. If residents have been significantly overcharged then Hackney are pushing that residents be given a cash refund by bank transfer refund. Awaiting final data then will send letters out. \n  \n●       Wael was told that heating prices are competitive and that experts confirmed that statement. He then asked for expert sources and figures to assess the statement and he has never been given any answers to his request \n  \nTold by Hackney that energy prices are the competitive. Experts claim they are competitive\, if not happy then complain – so he did. \n  \nPaying management fees and concerns dismissed. No one is responding. \n  \n●       He was told by Donna Bryce to raise a complaint if he was still dissatisfied by her answers (or the absence of answers) \n  \n●       He has been trying to raise a complaint since September 2021 (ref: 1986845). Chased on 3 Sept\, 13 Sept\, 27 Sept\, 4 Oct\, 26 Nov and 6 Dec\, and there has been no answer \nWill – the matter is being dealt with by the top complaints manager at Hackney \n  \nDavid – the latest chase to ask Hackney for a response was on Monday. \n  \nEP affirmed that this energy issue was first raised in an ETRA meeting in March 2020 and that the TRA have not had any response from the energy team despite several emails to explain the situation of the residents of the newer blocks. The energy team have also been invited to attend these ETRA meetings multiple times but never come. Judith Morrison (Leasehold team) tried to follow up with the energy team on our behalf but didn’t get any further progress. \n  \nWill will chase the complaint. Can’t respond on behalf of the energy team. \n  \nWill regarding the overcharge – Lines went out a year ago. New charge came in in April. Then work has taken a long time to activate the new lines. Once gets data from the new lines being put in Hackney will be able to see the actual charges/costs vs what is actually being used\, so can detect overcharges. Once the data is in and scrutinised refunds can be issued. Once on a Sunday evening residents were told to contact New Build as they would have to deal with it on Monday\, but New Build were no longer involved in managing the blocks. Not acceptable that Hackney is not supporting leaseholders. \n  \nResidents feeling outraged that new flats are going to be built when the first round of new builds are still not okay and more issues coming to light. \n  \nCllr Potter will look into it. Bearing in mind it is a national issue. If the council didn’t think it was safe they would not have let people move in. \n  \nKarsten – leaseholder group will look to take further action if \nHackney/Higgins do not take full responsibility. He feels that as we pay for this service we should be able to have access to it.  Bikes stolen was captured on CCTV – DB has spoken directly to Bianca Rembrandt (LBH) she will deal with non-residents\, the ASB department (Deborah Noel) will deal with resident ASB. Housing Officer Annette Reid will deal with some ASB.  Details again given on who to contact within these teams.  Cllr Potter (CP) – explained that CCTV team do have many queries which can make it difficult to get answers.  Will Owen has offered to break down list of contacts. \n·       Waste management – bin collection\, size of waste areas – DB has picked up some complaints about waste management\, he explained a problem in Wallington/Kimpton rubbish bins are becoming full of the course of the week and are only cleared once a week.  Rubbish collectors are leaving rubbish on floors and are not clearing up. JWM raised an issue with flies in her property\, other residents are having the same issue -Estate Wide problem.  WO explained because the issues raised are various it will involve several teams involved.  HC asked if bins can be cleared more regularly\, WO has stated that this would not happen.  Menekse raised issue with cleaning of bin chambers. WO take issues back to HC Cleanining Estate Dept. \n·       Bollard issues & no entry signs for play street – missing bollard will be replaced on play street. Ardleley court door still broken. \no   Slippery patches of courtyard remain unresolved – Still unresolved.  Higgins came and resealed\, but it hasn’t been as successful as LBH hoped. There will be a walk-around on 14.09.21. to find a long term solution. Resident in Lemsford Crt has complained about water dripping outside her property\, from properties above her. \no   Bikes/scooters still getting stolen – Residents to contact police\, CCTV and ASB teams \no   Update on lift issues – overheating issues still continue. New lift contractors have made progress but work ongoing. \no   Smoke vent lights – No update \no   Cracks in windows\, windows slam shut in wind\, balcony doors affected by wind – TRA to ask residents if they have had any more issues with cracks in window panes…….. \no   Ventilation system issues (in flats) – Council tenants (LBH) are responsible.  If leaseholder\, they need to do a survey and report to Higgins who are responsible. \no   Update on heating system\, faulty meters\, new pricing – AM asked has there been a survey across the social housing stock to find out if this is a wider issue.  Energy efficiency – Subcontractor DAVLOs will be coming to survey.  Pricing issues have been delayed but should be resolved soon. \n·       Discuss best way to proceed with resolving issues – suggested need for group of affected leaseholders to collaborate with social tenants to gather data on what the issues are to present to Higgins. (Confirmed via WhatsApp post meeting)\n \n\n\n2\nUpdate on Kings Crescent South & Wider Estate\n \n\n\n \nAnnette gives the following updates: \n  \nBlocks in ‘Kings Crescent South’: Bramfield\, Theobalds\, Datchworth & Weston Courts plus Annette to report on general estate management \n·        Clarification on estate management – Kings Crescent is split into two sides. The newer blocks were handed from the new build team over to “business as usual” on 20 December(?) 2019. Annette is part of “business as usual” and she does pretty much anything. Regardless of your tenure\, you can email neighbourhood@hackney.gov.uk and Annette’s team will filter the request and get the answer from the relevant department. \n·        Ants in Bramfield/Theobalds – A survey was done; Annette will chase the environmental services to know what was the outcome. \n·        Hackney Digital skills update – Lynn gave her apologies.\n  \n  \n  \n  \n  \n  \n  \n  \nAR to chase environmental services and update the residents about the outcome of the ants survey\n\n\n3\nService Charges\n \n\n\n \nPhil McKee gives a summary of the recent Service Charges meeting with Judith Morrison (Head of Leasehold & Right to Buy Services): \nResidents prepared 10 questions for Judith who kindly prepared and answered these questions. \nResidents asked why there was such a large increase in electricity for some buildings. Judith agreed to look into it. \nQuestions were also raised about why about 50 residents have been overcharged for their electricity. Judith also agreed to ask the questions to the energy team. Residents raised the issue of people being charged the wrong amount for the service charges and Judith explained that since the cyber-attack services charges were being calculated and managed manually with Excel spreadsheet which was shocking for many residents. \nAnother point was that many lines from our service charges do not actually happen such as gardening or estate management. Judith explained that even if those items were in the estimates\, they should not be charged in the actuals if the service had not been delivered. \n \n \n\n\n4\nUpdate on Kings Crescent North\n \n\n\n \nBlocks in ‘Kings Crescent North’: Lemsford\, Sandon\, Kimpton\, Wallington\, Radwell\, Therfield\, Barley\, Chipping\, Redbourn\, Kelshall\, Ardeley\, Rushden\, Widford (these are all the blocks that were built and refurbished in phases 1&2 of Kings Crescent regeneration) \n  \nWilliam gives the following updates: \n·        Update on list of all defects handed over from Higgins to LBH – No update \n·        Update with ongoing issues: \no   Broken doors & reason for yellow railing instalment – These were installed to deal with the overreaching of the doors. They will be removed this week and hinges changed to stop the overreaching. Handles are also being replaced. \no   Slippery patches of courtyard – No update \no   CCTV for bike stores – This has been installed. \no   Reason for lifts breaking/no signal in lifts/alarm buttons working now? – The emergency lines are working in the lifts. The lift specialist concluded that the other issues came from overheating; Higgins have agreed to install ventilation to all lifts. A new contractor (APEX) is now in charge of managing the lifts. Hackney hopes APEX is more competent than the previous contractor. \no   Cracks in windows – All windows defect needs to be reported to the repair team. Hackney needs evidence of repetition of the defects to get it resolved. \no   Ventilation system issues – People should report issues with their Mechanical Ventilation Heat Recovery (MVHR) units to the repair team so they can build a register of issues and decide if this is a defect or not. Though it was noted that leaseholders would be expected to pay for service or repairs themselves\, unless there was a proven defect. \no   Play street signs – Bronwen is working to get signs designed which would aesthetically go well with the estate. \no   Bollards – The retractable bollards will be replaced when a good replacement is found. \no   Playing logs – the wooden logs will be replaced by rubber logs. \n·        Allotment Courtyard – noise\, damage to allotments and walls\, consultation regarding redesign of ‘fruit maze’ area  – EP is proposing to remove the structures and have a grassed area instead. Annette asks what other residents think. Others are worried that a grassed area may turn into a football pitch. Annette explains that 139 residents would need to be consulted and that a majority would need to agree to the proposal for anything to happen. Fund could possibly come from next year’s fund for estate improvement\, but Annette needs to check if this is possible. \no   It was noted that the noise is a significant inconvenience for some residents. \no   The benefit of space for the children to play outside was noted as well as the challenges of an outdoor space which works for all. Though it was highlighted that the noise disturbance was often from balls games & loud screaming/shouting rather than just from play activities. \n  \nDonna explains that she is working on coordinating an action plan to deal with all issues raised by residents which have not being solved yet. She has done this for a different estate before and it worked well. \n  \nUpdate from Bernard from the cleaning team. \nThe cleaners are in charge of cleaning the windows they can reach. Residents from Theobald and Bramfield courts explain that no windows have ever been cleaned in the last 10 years. Bernard will visit all blocks to see if this is true. \nHoovering is taking place as it should. Start on site will not start before March next year. \nSite visits are being organised to the tendering contractors’ live building sites for residents to see what those contractors are like. \nIn terms of section 20 notices\, they will be shared in August. Those notices will give a better estimate of the likely cost of the works for the individual flat. \nA number of residents have raised the questions of the council buying their flat so they can avoid paying for these works. The council has a limited budget for this. It is possible to apply for that. The council’s budget for this year has already been allocated but it includes four or five of the affected leaseholders. Emley suggests that update on issues on the newer block goes first so that JM gets a feel for the sort of issues residents are facing. \n \n \n \n\n\n4\nUpdate on Older Blocks & Wider Estate\n \n \n\n\n \n·        Update on action points from last meeting: No updates given. \n·        Play Street – 3 no entry signs promised but never delivered: BT confirms these signs will be installed when she works out who is the best person to do this. \n·        Cleaning:  BD is surprised to hear that people are not happy with the cleaning because he has not received any complaints from Kings Crescent Estate since the last ETRA\, 3 months ago. \nChristine explains that there is always debris on the play street and that the plants are not looking good. BD explains that his team doesn’t do gardening\, issues about plants are for ground maintenance. Emilie raises the problem of dog foul\, BD explains that the cleaners pick it up in the morning but will not continue to do so throughout the day. PG raises the issue of the glass panel above the front doors; they are very high and difficult to clean\, the cleaners do not seem to have the right tools to clean them so it is rarely cleaned. BD will investigate this. Emilie and Sarah highlights that the carpet gets swept but not hoovered. BD confirms cleaners have hoovers. Sarah will email the cleaning email to raise this. \n·        ASB updates/concerns: PG says it is great that the red boxes have finally been installed over the fire key holes and asked if the red boxes’ key holes have general keys to open them. BR explains that they are “general” but cannot be bought on amazon or ebay so unlikely to be acquired by unwelcomed visitors. Megan agrees that it is great the red boxes have been installed but without the doors being fixed there are still issues of unwelcomed people entering blocks. BR responds that her team is mindful of this and agrees the doors need to be fixed. \n·        Ants in Bramfield/Theobalds: BT asks if a list of addresses could be provided. Emley explains that when it happened before the whole block needed treated and ask why addresses are needed. BT explains that they need addresses before they can do anything. \n·        Courtyard noise: This is in progress; AR is in contact with the people affected by this and will contact the parents of the identified children. \n·        Sainsbury’s articulated trucks are now using Murrain Road (outside Wallington Court) to load and unload: BT agrees this is not acceptable and confirms Sainsburys has been made aware of this. She further explains that Sainsburys does have a permit to park in the highway for deliveries. \n·        Cyber-attack – any further updates: BT confirms that no further information is available. All information is on Hackney’s website. There is an ongoing criminal investigation and that is why no further information can be given. Alice highlights that it is a GDPR requirement that notification is given promptly to those whose personal data may have been at risk through any cyber attack. Therefore\, either can Hackney confirm this has already taken place (ie. If no personal notification then our personal data was not at a risk) or confirm when such notification is expected?  To note that I first contacted Hackney about this 2-3 months ago.. CP confirms that anyone who had their data breached has already been contacted by Hackney and this was a small number of people.\n  \nFind out who should install the no entry signs and instruct them \n  \n  \n  \nInvestigate what tools could be given to the cleaning team to reach the glass panel above the front doors. \n \n  \nBronwen Thomas \n  \n  \n  \n  \n  \n  \nBilly Dunne\n\n\n5\nHeating costs in Newer Blocks\n \n \n\n\n \n·        Competitive? : No updates on how rates are competitive \n·        Update on broken meters overcharging residents: Phil asks if anyone from Hackney can respond to this issue even if the Energy Team is not there. He asks about why residents have to wait when the heating goes down\, BT says it should not be the case. Phil raises the issues of residents being overcharged for heating. BT says she is still looking at getting someone from the Energy Team to respond to this. Richard highlights that he has been paying over £150 a month and that this is not right for a new build. It was also noted that not all residents are being charged this amount (eg. Sarah Hulcoop highlighted that she is paying significantly less).  BT will follow this up with the Energy Team. Phil raises the fact that he has emailed BT\, AR and CP to complain about this without getting any responses. He explains that a neighbour had a professional check their flat and the person said that regardless of the temperature the flat was kept at\, it is not possible to have bills of over £150/month for heating. Phil highlights that there is one issue about the fact that the quoted rate (per KwH) is high but separately some residents are just being over-charged for their heating. \nEmley asks where the money went for these people who has been over-charged for the service received. She also raises that the overpaid money may be lost forever if Hackney is changing heating service supplier. BT says that even if Hackney is changing supplier\, they would request that money from the previous supplier if it was found that some people had been overcharges. Phil says that Insite (the current supplier) refuses to talk to residents because Hackney is their client\, not the residents. Meanwhile Hackney has told residents to contact Insite with issues over charging. BT will raise all those issues with the Energy Team. CP asked if a question about heating cost could be added to the post-occupancy survey. \n·        Heat Trust enrolment?: Not covered during the meeting. \n \n  \n  \nGet the Energy Team to provide information on the following points: \n1. The heating rates are high and don’t appear to be competitive. \n2. Some residents are being massively overcharged\, regardless of their usage. \n3. Residents seem to be charged twice for maintenance\, once in the heating rate and once in the service charge. \n  \n \n  \n  \nBronwen Thomas\n\n\n2\nUpdate on Issues in Newer Blocks\n \n \n\n\n \nUpdate from BT on list of all defects handed over from Higgins to LBH \n·        Broken doors: Higgins have done lots of repair works and the responsibility has now been handed over to Hackney’s repair team.  There has been 25 repair needs reported  since October\, but BT is unaware if these have been dealt with yet\, they are with the repairs team. There has been 25 other reports or planned work since October\, but BT is unaware if these have been dealt with yet. In terms of the loose handles\, new handles have been ordered by Hackney and will be tested on a few doors before more can be bought. Phil asks if the doors should not be replaced rather than fixed if they keep breaking whilst being fairly new (Wallington Court’s door breaks on average twice a month). BT is taking the comment onboard and confirms that Hackney is looking at the bigger picture.  Megan asks when can residents expect the long-term solution to take place? BT confirms the handles are part of the wider solution and that other things are being looked into. BT will ask an update from the repair team about the wider solutions. Sarah highlights that Chipping Court’s door broke and it took 2 weeks to repair so the problem is not just about the number of doors breaks but also the length of time it takes to fix them. Munevver mentions that the metal gates to the courtyard of the blocks closer to Green Lanes bangs really loudly within the block when shut and that she has reported it several times last year and again two weeks ago. A foam block had been added last year but it was a very temporary fix. \n·        Slippery courtyard: Courtyards have been cleaned and sealed last summer. Some areas needed further treatment. (The sound cut at this point). Hackney continues to monitor the situation. \n·        Possible CCTV for bike stores: All bike store in new blocks will have CCTV installed and be monitored by Hackney’s CCTV team. Alice mentions that the issue in Barley Court (and elsewhere) is that the emergency button does not work at all & as well as being concerning for residents involved\, is this not a potential legal issue for Hackney (eg. Running a lift where the emergency call buttons are inoperable)?. BT was not aware; she will take this back to the service company. Charlotte asks how long this will take. BT says she will raise this as an emergency. Charlotte asks why this has never been raised as an emergency\, BT cannot explain why. AR explains that even if residents do not report to the right department\, internally Hackney forward the issues to the right department. Residents give several examples where this has not been the case. An average of the last 3 years actual charges is used to estimate the costs for most of these Heads. \n·        Reason for increase in cost this year: \no   Building Insurance: Hackney had a long-term agreement with the current insurance provider which is coming to an end. Hackney went out to tender and because of Grenfel and increased claims done in the last years\, the bids were all higher than the existing insurance. \no   Heating: There is now a standing charge included for maintenance. \no   CCTV: Hackney used to only charge for installation and maintenance but has now decided to also charge for monitoring. \no   Bin collection: additional bin hire and collection are required in some estate (not sure if this applies to KC) and the cost has been re-charged to residents. \n·        How is value for money monitored given ongoing estate issues: For contractor to be employed by Hackney they need to participate to an invitation to tender and one point they have to provide information on is value for money. Furthermore\, if the leasehold team notice that a contractor is constantly charging for the same problem to be fixed\, then Hackney looks into finding a wider solution. \n·        Reason for incorrect payments taken for some shared ownership flats (newer blocks): Christine explains that service charges have gone out but not the rent. JM explains that Hackney issued the estimate in March and later that month send notices about the rent but the increase on the rent was not on the notice. Hackney has a duty to give 30 days’ notice before increasing rent and therefore could not take the first payment. Hackney will contact the 53 people affected by this. Christine highlights that it would be nice if someone responded to the email she sent to Hackney about this because she needs to know if she has to keep that money or if it can be spent.  Munevver explains that she has received her rent statement and the calculation is wrong. JM apologies and ask that M sends an email to her personally. Megan highlights that when she queries the different Hackney’s departments about what the charges are and they all respond “this comes from our finance team” and this is very frustrating because lots of things do not get fixed despite residents paying for them being fixed and charges are often wrongly calculated. JM apologies about this and explains that with the cyber attack there is a back log of queries and invites everybody to email her directly if they have ongoing issues related to leasehold\, including service charges\, at judith.morrison@hackney.gov.uk. Phil proposes that a service charge meeting is organised to discuss issues. JM agrees to this; she will arrange the meeting with the TRA chair. PG asks about the Kimpton Court block electricity which has triple in the last year. JM explains that the gas charges are often based on estimate readings rather than actual readings and that when the latter come in the cost can increase substantially for residents. JM states that this is a general explanation\, but doesn’t know specifically about Kimpton Court. Emley\, who lives in an older block\, explains that her block electricity has also gone up massively. She asks that people continue to report if the noise becomes an issue. A resident highlights that this is a recurring issues which comes every summer. AR reiterates that people should report if the noise becomes an issue. \n  \nBins: AR has posted a notice in each block kindly asking residents to dispose of their waste in the right fashion. \n\n\n\nInstall signs to deter motorcyclist to use the play street\n\n\n\n\n\n\nBT\n\n\n\n  \nPlay Street – 3 no entry signs promised but never delivered: BT explains that it was decided that there were enough negative signs on the estate and that because there were less reports of vehicles using the play street then no further actions would be taken. A resident confirms there are still numerous motorcycles using the play street. BT agrees to look into this further. \n  \nImpact of cyberattack: A request was made by AH for Hackney to provide an update on what data has been compromised as a result of the cyberattack? AR invite residents who have any questions about the cyberattack to visit: https://hackney.gov.uk/service-status \n \n \n \n\n\n3\nLeaseholder concerns\n \n \n\n\n \n  \nService charges (NB: this covered all parts of the estate) – Starting from 2020\, some residents from the TRA are given early sight of the Service Charges amounts with some additional breakdown to give initial feedback ahead of being shared more widely with all residents. AH (one of these TRA volunteers) explains that when the service charges are first released (to those who are asked to comment before they are issued to all residents) there is a good engagement from Hackney but after questions are raised\, Hackney never really gets back to them. AR asked AH to send the name of the contact person to confirm that the questions are going to the right person. \n  \nCap removed for some leaseholders in the Southside blocks due to be refurbished in next phase:  EP (resident) explains that Hackney has removed the £10k cap for some leaseholders and introduced a clawback mechanism. The cap had been promised to leaseholders on the cost of the refurbishment on the southern block. A group of leaseholders has been formed. If anyone wants to join\, they can email the TRA at KingsCrescentN4@gmail.com to be put in touch with the group. \nNo one from Hackney is present to respond to these concerns. \n \n\n\n\n\nAR to provide contact name  to AH for service charges concerns\n\n\n\n\n\n\n\n\nAR\n\n\n\n\n\n\n4\nHeating costs in Newer Blocks\n \n \n\n\n \n  \nAR and BT have started the conversation with the different teams within Hackney who deal with this. The Energy Team should eventually contact residents. \nIt is agreed that the TRA should see this letter (this is the action mentioned in several previous meetings which attempts to explain the overall cost structure of the Insite Heating & explain how Hackney has delivered “value for money” for residents) before it is issued to make sure that it answers residents’ concerns. \n \nShare the letter from the Energy Team with the TRA before it is issued to the rest of the residents\nEnergy Team \nBT \nAR\n\n\n5\nUpdate on Issues in Newer Blocks\n \n \n\n\n \n  \nUpdate on list of all defects recently handed over from Higgins to Hackney – The list has been handed over and BT is going through it. It is a big document. \nPost-occupancy survey of residents – The primary aim of this survey is to inform the next development phases but as Hackney is now aware of the list of pending defects from Higgins it may also be used to identify what ongoing defect issues there are within the new builds. \nUpdate with ongoing issues: \nBT apologies about the fact that it is taking time to resolve some of these issues and explains that this is because it is not always clear who should fix them between Higgins who should deal with defect issues and Hackney who deals with the “normal” day-to-day problems. \nBroken doors – Handles should be replaced by Hackney (not Higgins) in the coming months. \n  \n\n\n\n\n\n\n\n\n\n\n\n\n\n\nFire access key misuse & related parcel theft & ASB – A box with a more secure lock should be installed over these fire access key. The fire brigade has confirmed this is in line with the fire safety requirements. A resident highlights that this was supposed to be solved by August 2019. BT agrees to try to have a definitive date for the work by the end of next week. BR highlights that a members inquiry could be raised. Clare Potters agrees to raise the inquiry. \nIt was noted that the length of time for this to be solved is unacceptable and that the easy access into buildings is a source of worry for residents. There have also been incidences of physical harm when residents have challenged people in a block who don’t belong. A resident highlighted that for issues which put people’s safety at risk\, a quicker response from Hackney would be expected. \nSlippery courtyard – Cleaning and sealing has been “done” by Higgins but it appears that some areas have not been done properly. BT is looking into this. \nPossible CCTV for bike stores – The CCTV team is currently working on this but no timeframe is available. The CCTV should cover the internal bike stores and the external ones. \nLifts continuing to break – Issues in Sandon\, Kimpton and Radwell – BT is commissioning surveys to confirm if the lifts were installed properly or not. If they were not\, Higgins will be responsible to find a long-term solution. \nMismatched paint used in communal areas – This may have to be done in the next cycle of maintenance. These cycles are 7-10 year long. \n \nBT \n  \nCP\nFind what date those safety boxes will be installed \nRaise a member’s inquiry\n\n\n6\nCommunity Safety \n \n \n\n\n \n  \nBR has been looking at CCTV after a few incidents. She highlights that some residents are not careful in regard to shutting the door behind them. She has also noticed there are a lot of people (non-residents) who appears to be looking into the buildings. She repeats that putting frosting on windows to reduce temptation is an option she is looking into. \n  \nDN explains that residents should always contact the ASB team as a first point of contact (as well as the police if it is a crime) when witnessing ASB. Once this is done\, a case officer will be assigned to the case and will keep the resident informed on what is happening with that case. \nA resident says she contacted the ASB team prior to Christmas but no one has come back to them. No objections were raised. \n \n\n\n\n\n2\nCommunity Safety \n\n\n\n\n \nFor the update from Bianca Rembrandt\, refer to the Kings Crescent Estate’s website:  https:/2020/10/06/community-safety-update/ \n  \nDeborah explain how to report to the ASB Team: \nIf residents are victim of ASB\, the first point of contact is the ASB Team (except for the police if this is regarding a crime). \nThe ABS Hotline number is 020 8356 3310 and email is abs.housing@hackney.gov.uk \nThis is true even if the ASB is caused by non-residents. \nThe ASB team does not necessarily involve the police so residents should be comfortable to report issues caused by people with obvious mental health issues where the involvement of the police is not desirable. \nWhen reporting\, residents can request to be anonymous which means they will not be recontacted by the ASB Team afterwards. Anonymous or not\, all reports are confidential. \nThere is now a Neighbourhood’s Watch on the estate with over 30 members. Cheryl explains that by raising awareness\, crime decreases. If anyone wants to contact Cheryl\, use: cheryl.spruce@ourwatch.org.uk. \nAH asked if an update could be given following the closure order and Deborah confirmed that updates couldn’t be given on specific actions but did say that the closure order is in place until November 2020.\n\n\n\n\n3\nUpdate on Older Blocks & Wider Estate\n\n\n\n\n \nAndrea introduces herself. She has worked with Hackney for 15 years and knows the estate very well. She wants the transition from New Build to the Housing Team to go smoothly. \nIssues regarding what is covered by Higgins (original defects) are still dealt with by the New Build team but everything else is dealt with by the normal Hackney’s services. \nThe Housing Team is now in charge of the new development\, since the end of July 2020. Annette does a monthly inspection of the estate for fire hazard\, slip and trip hazard etc. (not cleaning inspection). This means Annette Reid is the Housing Officer covering both North and South sides of the estate. \n  \nUpdate on courtyard. \nDog nuisance: There is a Hackney-wide public consultation on what the “pet policy” should be. Everyone can access it online: www.consultation.hackney.gov.uk \nThe rules on pets are as in the rules and regulations\, these and the form to register a pet can be found : https://hackney.gov.uk/kings-crescent-estate \nNoise: The swing will not be removed unless it is dangerous. Noise is not a reason to remove play equipment. \n  \nIt was noted that the ongoing noise in the courtyard has continued to be an issue for some residents. There was some discussion on this across both residents and workers from Hackney\, recognising that it is a difficult issue. It was noted that play equipment is unlikely to be removed unless dangerous and that Hackney is moving away having signs (“no ball games”) across estates. It was also noted that when more activities are running in the Unit C space\, it is hoped that there will be less disruption from the children. \n  \nCouncil agreed to look at noise dampening measures such as trees. It was raised by a resident that the ‘football goal’ shaped structure encourages children to play ball games when this was not the intended use \n  \nAndrea also asked for Jill’s perspective on the noise of children playing & Jill confirmed this had not seemed a particular issue over the past summer in the south side of the estate near where Jill is based.\n  \n  \n  \n  \n  \n\n\n\nReview noise reduction options e.g. trees in courtyard and review ‘football goal’\n\n\n\n\n\n\nContact the resident engagement team and ask them to contact the TRA with regards to the courtyard concerns and youth engagement\n\n\n\n\n  \n  \n  \n  \n\n\n\nAR\n\n\n\n\n\n\n4\nCleaning Issues\n\n \n\n\n \nBilly has gone through the cleaning complaints and most of them have been for bags on the floor in the bin stores. Billy needs more complaints if residents want him to deal with the issues. \nEmail: cleaner.estates@hackney.gov.uk and within 24 hours the problem should be solved. \nBilly explains that fingerprints in doors cannot be cleaned all day so residents should not expect these to disappear as quick as they appear.\nPut a list of what the cleaners do on the notice board. \n  \nArranging for signage to be placed inside the refuge storage areas (bin areas) in Kimpton Court reminding residents to dispose of their waste correctly. For example household waste and recycling should be disposed of appropriately.\nAR \n  \n  \n  \nAR\n\n\n5\nUpdate on Newer Blocks\n\n\n\n\n \no   Broken doors \nBronwen explains that all doors had new door closers installed. A contractor has done a full report of all doors and the New Build team will try to get Higgins to fix the issues highlighted in the report. \nIt was noted that there is a still an ongoing issue\, particularly for Kimpton Court. This is an issue Bronwen is aware of and a resolution is being progressed. \no   Fire access key misuse \nGarda boxes will be put over the fire access key holes. These have been ordered from the supplier and will be installed once they arrive. \no   Smoke vent alarms \nHiggins has agreed to get the original installer to come back and check those alarms. The smoke vents do work properly\, it is just the alarm that is faulty. Hackney is trying to get a third party to get a full review of these alarms. \no   Slippery courtyard \nThe sealant has been reapplied on the courtyard paving and Hackney will monitor the situation in the next few years. \no   Heating costs increase – competitive price? \nJohn Lonergan says the price of the heating is the price of the heating and there is nothing he can do about it. He is reminded that Hackney was supposed to send a letter to residents to explain how the cost is decided and how Hackney makes sure the prices are competitive. This \n\n\n\n\n\n\n\n\n\n\n\n\n\n\nletter should also clarify if residents are paying twice for maintenance through service charges and again through the heating charges. \nAlice highlighted that this (a letter to all residents confirming how Hackney have determined the Insite charges are value for money) has been an outstanding action for some time and Annette/John L confirmed this would be reviewed by the New Build Team ahead of the next meeting. \nResidents have asked for a representative from the Energy Team to attend the next meeting or at least provide an update on the heating costs. \n\n\n\n\n\n\n\no Graffiti in lifts \n\n\n\n\n\n\n\nGraffiti cannot be removed; the mirrors will need to be replaced. \no   Possible CCTV for bike stores \nA positive outcome in that new buildings in Hackney will have CCTV in bike stores. They are still deciding if it is possible to install in the existing bike stores. \no   Kimpton Court address did not register on emergency services system in June 2020 \nBronwen confirmed that previously all blocks have been confirmed as registered with the emergency services\, but confirmed that given this latest update\, this will be checked again. \no   Issue of broken window 11th floor Kimpton and other window issues \nA contractor is working on this. \no   Balcony doors… a resident has raised (ahead of this meeting) that their understanding is that building regulations show that the doors ought to be closable from the outside\, plus there have been several ongoing issues with broken balcony doors. \no   This was a new issue from the perspective of the New Build Team but Bronwen noted the additional information was helpful & would be used to follow-up further with Higgins and confirm what (if anything) will be done. \nThis has been raised with Higgins. The order is good for 3 months since May 2020 and means that their flat and communal areas in and around the block are “closed”. The resident of the particular flat involved should have also been removed but with the pandemic it could not be done. BR wants to extend the order for a further 3 months once it’s over. \n·        BR has a wider plan for the estate which will take place in the next weeks/months. This plan is to tackle issues of drug dealing\, prostitution\, tailgating to gain access to the buildings on the estate\, loitering\, rough sleeping etc. She also wants to launch a neighbourhood watch. She is working on the new CCTV project and solving the issue that the fire key holes allow anyone to gain access to the blocks. She also has legal resources to tackle anti-social behaviour towards individuals at fault. She wants to keep the reputation of the estate that it is not somewhere people can come and create trouble. This will include the set-up of a Neighbourhood watch area and further details will be sent to residents on this and how to get involved. \n·        There are two DWOs (dedicated ward offices) patrolling the estate. Their patrol is led by reports so residents should continue to report if they want higher patrolling.\nGet a timeframe for the solution to the problem of fire key misuse. \n  \nSend an update letter to all residents about the entire plan for Anti-Social Behaviour and Crime on the Estate.\nBR\n\n\n3\nUpdate on Older Blocks – Led by Annette Reid\n\n\n\n\n \n·        Update on previous concerns re cleaning/repairs \n·        This has been solved and the concerned residents have been updated. \n·        Update on flood affected flats and when residents due to return \n·        All residents affected on the estate are now back into their home. \n·        ASB in Bramfield\, Theobalds\, Datchworth \n·        Update from BR has covered this.\n\n\n\n\n4\nUpdate on Newer Blocks – Led by Bronwen Thomas\n\n\n\n\n \n·        Update on progress with ongoing snagging issues \nBroken doors: \no   Door handles will be changed\, Higgins is still being held responsible for some of those issues. Hackney’s maintenance contractor is looking at finding a long-term solution. \no   There was also a brief discussion on the issue of automatic door closures and the ongoing issue that is for estate members. In particular\, it was highlighted that the combination of poor door security with the ASB\, potential crime on the estate and mail being solen are related issues which combine to lead to some residents feeling unsafe. \nFire access key misuse: \no   The system will be changed; it has been agreed with the fire brigade. \nSmoke vent alarms: \no   Hackney’s maintenance contractor is currently looking at this (rather than Higgins resetting the faulty lights). Hackney is also trying to work out if they were built faulty or not. \nSlippery courtyard: \no   Higgins has agreed to clean the courtyards and to reapply the sealant. Higgins will also do individual ground floor properties; these properties will be contacted by Higgins directly. \nHeating costs increase – competitive price? \no   No updates but action taken by Hackney \nGraffiti in lifts: \no   The maintenance of the lifts is now with Hackney rather than Higgins and the team should be able to do something about this. \nPossible CCTV for bike stores: \no   The project has been on hold because of lock down restrictions but Hackney is still investigating the cost for this. \no   Clare Potter mentions that there have been lots of large scale bike thefts in Brownswood so it may be an organised group. BR takes note of this. \no   A resident mentions that the outdoor bike stores at Sandon Court are designed in a way where several locks need to be used to lock the frame and wheels. \no   Questions are raised as to whether garda keys can open the cupboard where the electricity board is? \nPigeons: \no   Hackney will not go ahead with their suggested plan to apply repellent gel as it is too expensive for an estate-wide solution and there was insufficient support from residents. \nASB – drugs and prostitution: \no   Update already covered by BR \nMail theft: \no   Bianca suggests that residents have their post delivered to a collection point when not in to receive the package. \nLifts keep breaking: \no   No update at this point \nKimpton Court address did not register on emergency services system in June 2020 \nDogs fouling in courtyards: \no   There are no legal actions that Hackney can take against residents about owning a dog\, unless it is a “dangerous dogs.” Residents can exercise their dogs on green shared places but not where there are children’s playing amenities.
